A) Adopt a resolution amending Master Salary Resolution No. 081316 to add five positions in Public Works - Facilities and delete four positions in County Executive Office (Project Development Unit); and
B) Approve an Appropriation Transfer Request (ATR) to appropriate revenue and expenditures in the Department of Public Works in the amount of $830,118, to provide for management and oversight of the Project Development Unit Projects by the Department of Public Works.

BACKGROUND:
On January 24, 2017, this Board adopted Resolution No. 074994 authorizing the creation of the Project Development Unit (PDU) for the project management for all new major construction projects.
Master Salary Resolution No. 081316 adopted by the Board on June 24, 2025 specifies the number of and provides compensation and benefits for persons employed by the County of San Mateo, sets appropriate rules and regulations, and repeals all inconsistent ordinances and resolutions. Throughout the year, the salary resolution is amended from time to time to meet the needs of the County.
On December 9, 2025, this Board adopted a salary resolution amendment that deleted a vacant Assistant Project Development Director position in the PDU as part of other organizational changes.
DISCUSSION:
The major construction projects initiated by the PDU since its creation are either complete or nearing completion. There are no additional major construction projects on the immediate horizon for the PDU to carry out. The Department of Public Works (Department) routinely implements large, complex construction projects and has the knowledge and experience required to manage and oversee these types of projects. The County Executive Officer has determined that moving the remaining PDU work to the Department is appropriate and aligns with the capital project work of the Department. This work will include, at a minimum, construction of the Pescadero Fire Station, completion of the North County Wellness Center, and mitigation work in Cordilleras Creek as required by construction of the Cordilleras Health Campus.
Five positions are required to support these efforts in the Department, which include the transfer of four existing PDU positions to the Department and the addition of one position in the Department. Once this work is complete the positions will be dedicated to supporting the County’s existing multi-year Capital Improvement Program as part of the Department’s Capital Projects Section.
As a result of the transfer, the Master Salary Resolution is amended as outlined below. The resolutions have been reviewed and approved by the County Attorney’s Office as to form.

Explanation: These actions show the transfer of the positions from their current budget unit to a budget unit in the Department. The vacant D218 transferring from PDU is being converted to Capital Programs Manager, and one of the two N108 positions from PDU is being converted to Senior Capital Projects Manager upon transfer to Department. One Senior Accountant position is also being added to the Department. The total number of authorized positions for 12000 is decreased by four, and the total number of authorized positions for 47300 is increased by five.
FISCAL IMPACT:
The changes reflected in the resolution combined with the aforementioned organizational changes taken by the Board on December 9, 2025, will result in a combined estimated monthly salary and benefits savings of $13,055 or annual savings of $156,660 for the PDU.
Approval of the Appropriation Transfer Request will establish an operating budget for the positions in the Department through the remainder of FY 2025-26 in the amount of $830,118. Funding will be provided by existing Capital Projects and non-departmental services. There is no additional impact to the General Fund, as any project reimbursements funded by non-departmental services will be transferred to the Department instead of the PDU.
