BACKGROUND:
On June 28, 2022, this Board adopted Resolution No. 079012(p), authorizing an Agreement with Vista Environmental Consulting for on-call hazardous materials assessment and related services on an as-needed basis to assist with numerous Department of Public Works (Department) managed Capital Projects. The Agreement term was from June 28, 2022 through June 27, 2025 for a not-to-exceed amount of $300,000.
On September 4, 2024, the Director of Public Works authorized Amendment No. 1 increasing the not-to-exceed amount by $25,000 with no change in term, as authorized by Resolution No. 079012 (a-p).
DISCUSSION:
The Department recommends an amendment to the agreement with Vista Environmental Consulting for an additional $300,000 for a new not-to-exceed amount of $625,000 and to extend the term through June 27, 2027. This will allow Vista Environmental Consulting to continue hazardous materials assessment and related services for multiple floors of the County Office Building 1 Renovation and Modernization Project, the Hall of Justice Court Tenant Improvements Project, as well as other Capital Improvement Plan projects. Amending the Vista Environmental Consulting Agreement will leverage their familiarity of the projects through completion.
County Attorney has reviewed and approved the resolution and amendment as to form.
EQUITY IMPACT:
Hazardous materials abatement projects improve public health by removing toxic substances from County buildings offering services to the public. Ensuring accurate and detailed hazardous materials assessments and monitoring helps minimize the displacement of services and protects against health risks during abatement, helping to maintain access to public resources. Implementing the recommendations from Vista Environmental Consulting and monitoring the outcomes will help ensure that all communities benefit from these essential efforts.
FISCAL IMPACT:
Amendment No. 2 will increase the not-to-exceed amount of the agreement by $300,000 for a new not-to-exceed amount of $625,000 and extend the term of the Agreement through June 27, 2027. Funding for this Amendment is included in each Project’s budget in the FY 2024-25 Capital Projects Budget.
There is no impact to the General Fund.
