Adopt a resolution authorizing the County Executive, or designee(s), to execute a second amendment to the agreement with Execushield Inc. to provide general security services and additional security guards during Board of Supervisor meetings in County Office Building 3 (COB3), increasing the County’s maximum fiscal obligation to $750,000, for a modified term of April 10, 2024 through September 30, 2026, replacing Exhibit B1 with Exhibit B2 to specify applicable rates for services and making other amendments to confirm rates through the term of the agreement.

BACKGROUND:
On March 22, 2021, the County issued Request for Proposal (RFP) 1445 for General Security Services and conducted a competitive solicitation. Execushield, Inc. (“Execushield”) was the higher scoring proposer. A copy of the RFP matrix is submitted with this memorandum.
On April 10, 2024, the County entered into an agreement (the “Agreement”) with Execushield to provide general security services for County Office Building 3 (COB3). Under the Agreement, Execushield is required to provide and maintain well trained and capable security guard professionals to provide secure and safe facilities for County staff and members of the public. The Agreement specifies the training requirements and provides applicable rates for the services. The County’s maximum fiscal obligation under the Agreement is $200,000, over a term set to end April 9, 2027.
On May 24, 2024, the County and Execushield agreed to amend the Agreement to modify Exhibit B to provide rates for one Supervisor that would replace a Security Officer and increase the hourly rate. The amendment did not modify the term or the not to exceed amount of $200,000 of the Agreement.
DISCUSSION:
The County continues to require general security services and additional security guards during Board of Supervisor meetings for COB3 because the building is now fully functional and houses the following departments: Human Resources, County Attorney’s Office, Human Services Agency, District Attorney’s Office, Board of Supervisors, and the County Executive’s Office, which all serve the public. With COB3 more fully occupied and security requirements better understood, and the opportunity to lock in rates for the services over the term of the Agreement, the County wishes, with this Board’s approval, to amend the Agreement. The proposed second amendment would (a) increase the maximum amount authorized under the Agreement by $550,000 to a new total not-to-exceed amount of $750,000; (b) change the term end date by 6 months to coincide with the rate sheet effective October 11,2024 through September 30, 2026; (c) replace Exhibit B1 with Exhibit B2, specifying rates that will govern the services during the term of the Agreement and (d) add additional security guards during Board of Supervisor meetings.
The County Attorney’s Office has reviewed the proposed agreement and resolution as to form.
EQUITY IMPACT:
The County of San Mateo is dedicated to advancing equity. The proposed Agreement will help ensure safety of employees and the public visiting our County Center, which will enhance access for all and benefit the community as a whole.
FISCAL IMPACT:
This amendment increases the County’s fiscal obligation over the term of the Agreement by $550,000, for a total amount not to exceed $750,000. Funding for the proposed agreement is included in the Non-Departmental Services FY 2024-25 Adopted Budget and will be included in subsequent budgets.
