Measure K: Recommendation to:
A) Adopt a resolution authorizing the President of the Board of Supervisors to execute a grant agreement with HIP Housing to provide funding for necessary safety repairs and the implementation of trauma-informed renovations for the term January 28, 2025, to January 27, 2026, in an amount not to exceed $250,000; and
B) Approve an Appropriation Transfer Request (ATR) in the amount of $250,000 appropriating Measure K funds from Non-Departmental Services Reserves to Non-Departmental Services Miscellaneous Other Contributions to fund the agreement with HIP Housing.

BACKGROUND:
HIP Housing’s mission is to invest in human potential by improving the housing and lives of people in our community. HIP Housing enables people with special needs, either from income or circumstance, to live independent, self-sufficient lives in decent, safe, low-cost homes. HIP Housing helps over 1,200 local low-income people throughout San Mateo County to secure and maintain housing they can afford.
After 52 years of providing affordable housing solutions for others in San Mateo County, HIP Housing has purchased its first “Home of its Own” that will serve as the permanent home for all HIP Housing’s administrative and program functions including those for Home Sharing, Self-Sufficiency for Families, Housing Readiness for Seniors, and Affordable Housing Management and Development.
HIP Housing is seeking a one-time grant of $250,000 to complete the necessary safety improvements and implement trauma-informed design elements needed for the HIP Housing office.
DISCUSSION:
HIP Housing’s building, at 111 E. 5th Avenue in San Mateo, is ideally located within walking distance to transit, including the El Camino bus lines, the San Mateo Caltrain station, and is very close to several key freeways and roadways and has 11 dedicated parking spaces in addition to ample street and parking lot availability. It is perfectly suited for trauma-informed programmatic and organizational needs providing elements like an open floor plan, multiple exit points, an abundance of natural light, and access to outdoor spaces like Central Park.
In addition to creating a trauma-informed space, the funding will be utilized to assist with critical improvements to the building including: creating American with Disabilities Act (ADA) all gender accessible bathrooms, providing an ADA compliant front entrance on 5th Avenue, providing code upgrades to the building’s stairwell, completing asbestos removal, replacing the aged HVAC system, upgrading the plumbing and electrical systems for the health and well-being of both clients and staff, and installing low voltage wiring needed for staff cubicles and conference rooms. HIP Housing in the process of raising $1.8 million to complete the renovations and in addition to seeking funding from the County, they are also leveraging funding from community foundations, private donors, and business entities to meet this goal.

EQUITY IMPACT:
Ninety percent of HIP Housing clients have endured trauma that can hinder their ability to maintain stable housing and employment, leaving them highly vulnerable and at risk of homelessness. The new building, once renovated, will offer these individuals a safe, accessible, and trauma-informed environment where they can access essential services, build resilience, and achieve greater self-sufficiency.
FISCAL IMPACT:
The grant agreement will be funded from Measure K Reserves and there are sufficient Reserves for this request. There is no Net County Cost associated with this action.
