Adopt a resolution authorizing an amendment to the agreement with Siemens Medical Solutions USA, Inc. to continue the support of the Radiology Information System also known as syngo Workflow, extending the term of the agreement by three years through December 31, 2023 and increasing the amount by $205,000 to an amount not to exceed $505,000.

BACKGROUND:
On January 23, 2018, your Board approved an agreement to maintain and upgrade Siemens Radiology Information System (RIS), also known as syngo Workflow, at the San Mateo Medical Center (SMMC).
DISCUSSION:
The agreement was amended on May 15, 2018, to correct the amount of the Sybase fee to be deleted when the RIS upgrade is completed and to extend the timing of second upgrade payment.
An extension of the current agreement by three years, from December 21, 2020 to December 31, 2023 is now necessary to continue the utilization of syngo Workflow services at SMMC. This extension would also increase the County’s total fiscal obligation by $205,000, for a new total fiscal obligation of $505,000.
County Health is requesting that your Board waive the Request for Proposals process to allow Siemens to continue to provide these services and increase the funding through the end of the extended term. During this extension, SMMC will also be replacing the current servers on which syngo Workflow resides.
The amendment and resolution have been reviewed and approved by County Counsel as to form.
The County’s Contract Compliance Committee has approved a waiver request for a six-year term for this agreement.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
The Information Services Department has reviewed and approved the IT component of this agreement.
Services provided by this agreement is not affected by the pandemic.
It is anticipated that the number of service calls for support will be reduced from 10 to 5 calls due to Siemens software.

FISCAL IMPACT:
The term of the amended agreement is February 1, 2018 through December 31, 2023. The amendment increases the contract amount by $205,000 to a new not to exceed amount of $505,000. Funds in the amount of $45,960 are included in the SMMC FY 2020-21 Recommended Budget. Similar arrangements will be made for future years.
Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC, and is within the existing annual appropriation.
