BACKGROUND:
The San Mateo Medical Center (SMMC) Finance Leadership has a need for assistance in guiding initiatives for finance strategy, change management, succession planning, digital transformation, and organizational development. In March 2025, SMMC conducted a Request for Proposals (RFP) for a vendor to provide Professional Services - Research and Consulting Support for Finance Leaders. Gartner, Inc. (Gartner) was elevated due to their ability to provide all of the requested services from the RFP and their capabilities in finance industry research and analytics.
DISCUSSION:
This agreement will provide SMMC’s Chief Financial Officer and finance team with access to industry research and analysis to support strategic planning, team development, and operational improvement initiatives. This agreement is going to this Board late due to prolonged negotiations with the vendor.
County Attorney has reviewed and approved the resolution and agreement as to form.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).
It is anticipated that Gartner shall provide access to services when requested 100% of the time.

COMMUNITY IMPACT:
Gartner’s research and consulting support services at SMMC, a public safety net hospital, will support strategic planning, team development and operational improvement initiatives. Gartner’s services will also assist SMMC in making critical decisions with unbiased research analysis. SMMC’s patients span a wide spectrum of races, ethnicities, gender, and gender-identities. Within the past 18 months, the largest cohorts of specialty care patients at SMMC were female (52%), Hispanic or Latino (63%), and primarily Spanish-speaking (55%).
FISCAL IMPACT:
The term of the agreement is April 1, 2025 through March 31, 2027. The amount of the agreement is not to exceed $366,000 for the two-year term. Funds in the amount of $45,750 are included in the SMMC FY 2024-25 Adopted Budget. Funds in the amount of $183,000 will be included in the SMMC FY 2025-26 Recommended Budget.
Expenses at SMMC are covered by fees for services or third-party payors whenever possible. The portion of expenses for services provided to the medically indigent or to those covered by programs that do not meet the full costs of care is covered by the County’s General Fund contribution to SMMC and is within the existing annual appropriation.
