RECOMMENDATION:

Adopt a resolution authorizing:

 

A)                     The President of the Board of Supervisors to execute an agreement with Andreini Brothers, Inc. for the Ferdinand Avenue Drainage Improvement Project, in the amount of $1,171,613.40; and

 

B)                     The Director of Public Works to:

 

1.                     Execute subsequent change orders to grant time extensions for project completion and payment up to a maximum aggregate amount not to exceed $117,162 or approximately 10 percent of the agreement amount; and

 

2.                     Execute payment up to the not to exceed amount of $1,288,775.40 for items requiring adjustment based on unit bid prices without execution of a change order; and

 

3.                     File a Notice of Exemption for a California Environmental Quality Act Categorical Exemption.

BACKGROUND:

On April 8, 2025, this Board adopted Resolution No. 081077, which adopted plans and specifications including conformance with prevailing wage scale requirements and called for sealed proposals for the Ferdinand Avenue Drainage Improvement Project (Project). 

 

DISCUSSION:

On Tuesday, April 29, 2025, bids were accepted for the Project and subsequently referred to the Department of Public Works (Department) for checking and recommendation. The first low bidder withdrew their bid on the grounds of clerical error. Their bid documents also indicate that they do not have the appropriate qualifications to perform the Project work. Therefore, the Department allowed the low bidder to withdraw their bid. The bid submitted by the second low bidder, Andreini Brothers, Inc., is significantly higher than the Engineer’s Estimate and prior bid received. Considering the current construction climate and the bid result, the Department recommends that this Board accept the bid of the second lowest bidder:

whose bid of $1,171,613.40 was the lowest responsible bid received for the work. The Engineer’s Estimate was $750,000. A summary of the bids received is attached as Exhibit “A”.

 

Department of Public Works staff has determined that this Project qualifies for a Categorical Exemption pursuant to Section 15303 (d) of the California Environmental Quality Act (CEQA) Guidelines for Implementation, which provides that the construction of a limited number of new, small structures is exempt from review. Staff requests this Board’s authorization to file a Notice of Exemption for a CEQA Categorical Exemption for this Project.

 

This Project has also been determined by the Planning Division to be exempt from the requirement for a Coastal Development Permit and Planning has certified the exemption (Permit number PLN 2025-00125).

 

The County Attorney has reviewed and approved the resolution as to form.

 

COMMUNITY IMPACT:

The Department of Public Works (Department) is committed to fostering access to reliable infrastructure for all residents and visitors. By expanding the storm drainage system in the El Granada Area, this Project enhances stormwater management, improves roadway conditions during storms, and ensures uninterrupted access for the community. These improvements support emergency response capabilities and maintain essential mobility for a range of users, reinforcing the Department’s dedication to building resilient public infrastructure.

 

FISCAL IMPACT:

The total estimated cost for construction is $1,288,775.40, which includes authorization for up to $117,162 in change orders as the work is bid on a unit price basis. The contingency is used to pay the contractor for any unforeseen conditions not anticipated in the construction agreement documents.
