BACKGROUND:

On May 21, 2024, this Board adopted Resolution No. 080356, authorizing an Agreement with DES for architectural services on an as-needed basis to assist with Department of Public Works (Department) managed Capital Projects. The Agreement term was from May 21, 2024 through May 20, 2027 for a not-to-exceed amount of $600,000.

 

On January 31, 2025, as authorized by Resolution No. 080356, the Director of Public Works executed Amendment No. 1 increasing the not-to-exceed amount by $25,000 and extending the term through May 20, 2029.

 

DISCUSSION:

The Department recommends an amendment to the agreement with DES for an additional $3,000,000 for a new not-to-exceed amount of $3,625,000, with no change in term. DES provides architectural design services for the County Office Building 1 (455 County Center) Renovation and Modernization Project (Project). This Project involves an extensive renovation of the 116,260 square foot County office building originally constructed in 1961. The Project will include work on the building mechanical, electrical and plumbing systems throughout multiple floors, tenant improvements, and building exterior improvements with an estimated overall project cost of $50,000,000. 

 

DES is currently designing renovations on the first floor and the recommended amendment to the agreement will allow DES to continue the necessary work for the Project on the other building floors. Amending the Agreement with DES will leverage their familiarity with the existing building conditions and the intent of the Project through completion.

 

County Attorney has reviewed and approved the resolution and amendment as to form.

 

EQUITY IMPACT:

The Department’s mission and commitment is to provide equitable infrastructure that services the community. By having an architectural consultant as part of the Department’s project team, the diverse backgrounds of each member can focus on designing spaces that are accessible and appealing to individuals with diverse abilities and provide equitable access to services the County offers.

 

FISCAL IMPACT:

Amendment No. 2 will increase the not-to-exceed amount of the agreement by $3,000,000 for a new not-to-exceed amount of $3,625,000 with no change in term. Funding for this Amendment is included in the Project’s budget in the FY 2024-25 Adopted Capital Projects Budget.

 

There is no impact to the General Fund.
