BACKGROUND:
On June 16, 2026, this Board adopted Master Salary Resolution 081981, which specifies the number of and provides compensation and benefits for persons employed by the County of San Mateo, sets appropriate rules and regulations, and repeals all inconsistent ordinances and resolutions. Throughout the year, the salary resolution is amended from time to time to meet the needs of the County.
DISCUSSION:
The salary resolution changes herein represent the:
• deletion of twelve positions;
• addition of thirteen positions;
• conversion of two unclassified positions to classified via Measure D;
• reclassification of one position;
• splitting of one full-time position into two half-time positions; and
• addition of one special compensation.
These amendments to the resolution have been reviewed and approved by the County Attorney’s Office as to form. The specific actions are discussed in detail below.

Action A: Delete: One position of E008, Paralegal
Biweekly Salary: $3,323.20 - $4,152.00
Action B: Delete: One position of G098S, Social Worker/Children’s Services Social Worker Series (Social Worker III)

Action C: Add: Two positions of District Attorney’s Office Victim Advocate Series
Biweekly Salary: $2,859.20 - $4,217.60
Explanation: This is the deletion of one vacant Paralegal and one vacant Social Worker III positions and the addition of two District Attorney’s Office Victim Advocate Series positions. This action is necessary to meet division operational requirements and client service needs. This action represents an approximate monthly salary and benefits savings of $2,119. There is no change in the total number of authorized positions.

This action represents an approximate monthly salary and benefits cost of $4,763. There is no change in the total number of authorized positions.

Explanation: This is the conversion of one filled position from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that certain unclassified positions continuously filled for at least three years be converted to classified status. Action C: Convert: One position of Patient Services Assistant Series-Unclassified

Explanation: This is the conversion of one filled position from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that certain unclassified positions continuously filled for at least three years be converted to classified status. Action D: Add: A 10% Special Compensation for a Manager at San Mateo Medical Center designated by the Chief Executive Officer - SMMC as a Safety Officer.
Explanation: This action amends Section 5 of the Master Salary Resolution to add a 10% allowance, in addition to all other compensation, for one Manager who is assigned Safety Officer responsibilities by the Chief Executive Officer-SMMC. Only one Manager at a time may be assigned. The cost of adding this allowance will vary depending on the classification and salary of the designated Manager. There is no change in the number of authorized positions.
FISCAL IMPACT:
These actions represent an estimated monthly salary and benefits cost of $82,989 or an annual cost estimate of $995,868.
