BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors (Board) has held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2023-25, and has approved funds, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects in FY 2023-25. District 2 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

PROJECT SUMMARY:

This is a request to authorize a grant to St. James Community Development Corporation, and resulting grant agreement, in an amount not to exceed $60,000, to provide predevelopment costs to develop four units of affordable housing for young people transitioning out of the foster care system. The County Executive’s Office will administer and manage the proposed agreement.

The St. James Community Development Corporation (CDC) was created by the members of St. James AME Zion Church to operate with the core principle of providing quality services to the community. The CDC operates to support services that address the social and health issues of the North Central San Mateo neighborhood as well as affordable housing and economic development issues. The church has served the community with education (tutoring program), voter registration, census registration, and COVID-19 testing and vaccination services over the last 14 years.

CDC is currently embarking on its inaugural housing project-the New Beginnings Housing Project at 831 Monte Diablo in San Mateo, which will provide four units of safe, affordable housing to young people transitioning out of the foster care system. CDC will also provide wraparound services through partnerships with the San Mateo Adult School, Court Appointed Special Advocates, CAL Fresh, County Youth and Family Services, Children and Family Services of San Mateo County, Second Harvest Food Bank, Peninsula Healthcare District, Bay Area Community Health Advisory Council and others. These wraparound services for the young people will enable them to have their basic needs met, while also providing training to help them secure stable permanent employment.

CDC plans to build four new affordable housing units at its 831 Monte Diablo property for transitional age youth (two two-bedroom, one bath units, and two one-bedroom, one bath units). (The existing two tenants at the Monte Diablo property will be relocated to nearby prefabricated ADUs which are in the approval process and should be complete in six months’ time.)  The developer is estimating the cost of constructing the four units (6 beds) to be approximately $2.4 million. CDC plans to fund the project with city, state, and county grants, as well as private donations. CDC is requesting Measure K money to apply toward predevelopment costs, which would include architectural drawings as well as arborist, civil engineering, and design team efforts.  Predevelopment costs are expected to total $75,000.

Once the project is operational, CDC intends to offer the permanent supportive housing units to young people transitioning from and referred by the San Mateo County foster care system and who receive Section 8 vouchers through the Housing Authority to be used for permanent sustainable housing. These units would allow former foster youth to have safe, affordable housing until they can obtain stable employment and self-sufficiency, at which point other transitional age youth would move into the units.

Total Measure K Request: Not to Exceed $60,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2023-24 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2023-24 Approved Recommended Budget.
