Measure K: Adopt a resolution:
A) Authorizing a one-time grant of district-discretionary Measure K funds of $75,000 and a one-time grant of Measure K Reserves of $75,000 to the King’s Mountain Volunteer Fire Brigade to support the purchase of a replacement rescue vehicle, providing an exception to the criteria to allow for up-front funding of the grant; and
B) Approving an Appropriation Transfer Request in the amount of $75,000 from Measure K Reserves to Non-Departmental Services to support the purchase of a replacement rescue vehicle.

BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors held study sessions on Measure K expenditures and approved funds for the fiscal year 2024-25 budget cycle, divided evenly among the five supervisorial districts, for one-time district-discretionary needs and projects. District 3 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018, with the following exception: grantee has requested that the grant be made as an up front, rather than reimbursement, payment. This request is made in order for grantee to secure enough funding to purchase a replacement rescue vehicle. The Board may approve this exception to the criteria by adopting the resolution. District 3 indicates that this organization is either a public agency operating within the County, or a nonprofit organization registered and in good standing with the California Attorney General. District 3 indicates that the sponsoring Board member, member’s families, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.
In addition to the district discretionary grant, the item includes a supplemental $75,000 contribution from County Measure K Reserves.
DISCUSSION:
The Kings Mountain Volunteer Fire Brigade is a volunteer fire department within the San Mateo County Fire Protection system. It has been the policy of the County to provide equipment, including rescue vehicles, to volunteer fire companies as needed.
The current rescue vehicle utilized by the Fire Brigade is 28 years old and in need of replacement. Considering the vehicle's age and increases in medical calls in the service area, the Fire Brigade has initiated the purchasing process for a new rescue vehicle, specifically, a 2024 North Star Emergency Response Vehicle 116-1 Ambulance which would be built to the Fire Brigade’s specifications.
Based on its review, the Fire Brigade expects that the total price for the replacement rescue vehicle will be $244,175, with $94,175 covered by the Fire Brigade, $75,000 from district discretionary Measure K Funds, and $75,000 in Measure K reserves. District 3 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

The County Attorney’s Office has reviewed and approved the agreement and resolution as to form.
EQUITY IMPACT
The Fire Brigade provides services to underserved residents in geographically isolated areas within San Mateo County. The replacement of the outdated vehicle will ensure that volunteer crews can effectively and safely serve County residents in an emergency.

FISCAL IMPACT:
There are sufficient District Discretionary Measure K funds budgeted in Non-Departmental Services for District 3 in the FY 2024-25 Adopted Budget. The approval of the Appropriation Transfer Request in the amount of $75,000 from Measure K Reserves to Non-Departmental Services will budget the balance of the County’s contribution for a total one-time contribution from the County of $150,000. There is no change to Net County Cost associated with this item.
