Title: Adopt a resolution: A) Establishing a "No Parking During Specified Hours from 6:00 AM to 10:00 AM on Thursdays" zone on: 1. The northerly side of Gilman Drive beginning at the north end of the existing guardrail barrier 15 feet easterly of the Randall Court and Gilman Drive intersection and extending easterly on Gilman Drive a distance of 66 feet, more or less, in the unincorporated Broadmoor area; and 2. The southerly side of Gilman Drive beginning at the south end of the existing guardrail barrier 15 feet easterly of the Randall Court and Gilman Drive intersection and extending easterly on Gilman Drive a distance of 99 feet, more or less, in the unincorporated Broadmoor area; and B) Establishing a "No Parking Anytime" zone on the east side of the existing guardrail 15 feet east of the Randall Court and Gilman Drive intersection and extending the entire length of the guardrail, in the unincorporated Broadmoor area.

A)                     Establishing a “No Parking During Specified Hours from 6:00 AM to 10:00 AM on Thursdays” zone on:

 

1.                     The northerly side of Gilman Drive beginning at the north end of the existing guardrail barrier 15 feet easterly of the Randall Court and Gilman Drive intersection and extending easterly on Gilman Drive a distance of 66 feet, more or less, in the unincorporated Broadmoor area; and

 

2.                     The southerly side of Gilman Drive beginning at the south end of the existing guardrail barrier 15 feet easterly of the Randall Court and Gilman Drive intersection and extending easterly on Gilman Drive a distance of 99 feet, more or less, in the unincorporated Broadmoor area; and

 

B)                     Establishing a “No Parking Anytime” zone on the east side of the existing guardrail 15 feet east of the Randall Court and Gilman Drive intersection and extending the entire length of the guardrail, in the unincorporated Broadmoor area.

BACKGROUND:

This Board has adopted similar resolutions regarding parking restrictions.

 

Section 22507, et seq. of the California Vehicle Code and Sections 7.30.010 and 7.32.010 of the San Mateo County Ordinance Code provide that local authorities may prohibit or restrict the stopping, parking or standing of vehicles by resolution or ordinance.

 

DISCUSSION:

Republic Services, a solid waste collection company, seeks to restrict parking at the end of the cul-de-sac on Gilman Drive at Randall Court near the existing guardrail barrier that separates the two streets. Currently, it is difficult for the garbage collection trucks to service the homes on Gilman Drive near Randall Court. Republic Services has had to block the street that results in residents being unable to enter or exit Gilman Drive during servicing hours. The proposed parking restriction on waste collection days during typical servicing hours would allow garbage trucks to more appropriately maneuver and turn around at the guardrail barrier to service the homes on Gilman Drive without blocking the street. The parking restriction would reduce the likelihood of garbage trucks damaging the sidewalks or driveways to turn around, or back up long distances along Gilman Drive.

 

After conducting a field investigation, the Department of Public Works (Department) has determined that there is inadequate turnaround space for garbage trucks near the guardrail at the end of Gilman Drive when vehicles are parked near the guardrail barrier. The Department and Republic Services discussed the specific time window and day when parking restrictions would be required for improved operations for waste collection. The Department recommends a no parking zone from 6:00 a.m. to 10:00 a.m. on Thursdays, on both sides of Gilman Drive near Randall Court as shown on Exhibit “A” to provide adequate turnaround space during the typical waste collection period. In addition, the Department recommends establishing a “No Parking Anytime” zone on the east side of the existing guardrail on Gilman Drive as shown on Exhibit “A” to further provide adequate turnaround space.

 

The Department surveyed the two property owners/residents adjacent to the proposed parking restriction areas, and both were supportive of the proposed parking restrictions.

 

The location of parking zones and other traffic restrictions on County-maintained streets are shown on maps in the Department’s office and website. The Department’s master list of parking restrictions will be updated to reflect the recommended changes, should this Board approve the proposed resolution.

 

County Attorney has reviewed and approved the Resolution as to form.

 

FISCAL IMPACT:

The staff costs for evaluating and processing requests for traffic regulations is paid for by the Road Fund as part of the administrative cost associated with evaluating traffic-related requests on the County maintained road system. The cost of purchasing and installing signs and painting parking zone markings varies and averages approximately $600 per parking zone designation, which is paid for by the Road Fund.

 

There is no impact to the General Fund.
