Measure K: Adopt a resolution authorizing a one-time grant of district-discretionary Measure K funds, not to exceed $78,000, to Via Heart Project to purchase and install automated external defibrillators (AEDs) and provide Certified CPR/AED training for 20 South San Francisco Unified School District sites, providing an exception to the criteria for district-discretionary Measure K funds to allow distribution of some funds upon execution of the grant agreement, and authorizing the County Manager, or his designee, to negotiate and execute the grant agreement.

BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY 2017-19.
On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants each year during FY 2017-19, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 1 has submitted a request to use its district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018, with the following exception: a portion of the proposed grant, if approved, would be distributed to the organization upon execution of the grant agreement, rather than on a reimbursement basis. The exception is needed to allow Via Heart Project to purchase AED components from vendors. The Board may approve this exception to the criteria by adopting the resolution.
PROJECT SUMMARY:
This is a request to authorize a grant to Via Heart Project (Via), and resulting grant agreement in an amount not to exceed $78,000 to purchase and implement automated external defibrillators (AEDs) and Certified CPR/AED training for 20 South San Francisco Unified School District (SSFUSD) sites. The County Manager’s office will administer and manage the proposed agreement.
Via Heart Project is a 501(c)(3) nonprofit organization based in San Francisco committed to increasing the survival rate of Sudden Cardiac Arrest (SCA) in the community. By creating early access to defibrillation on the school sites, as well as educating the community to identify emergency situations and execute proper emergency procedures, Via Heart Project is able to reduce the incidence of death from SCA, as similar efforts have been shown to do in other Heart Safe communities across America.
Furthermore, a new California state law (AB 2009) requires any California school offering an interscholastic sports program to have at least one AED available on campus during sporting events by July 1, 2019, and requires that those AEDs be maintained and tested to ensure they are ready for use during emergency events. This grant will help SSFUSD comply with the new law.
SSFUSD Heart Safe Schools Program: The SSFUSD Heart Safe Schools Program will consist of 43 AED Packages (includes indoor wall cabinets) for 20 sites. Via Heart will conduct 19 American Heart Association certified classes to train up to 190 faculty and staff members in CPR/AED techniques.
The 43 AED packages include: two each at the nine SSFUSD elementary schools, two each at three middle schools, eight at South San Francisco High School, 3 at El Camino High School, and two at Baden Continuation School. Six more AEDs will be placed at five other SSFUSD sites, including the district office.
Via utilizes a web-based program to monitor the AEDs, and ensure compliance with state and local laws, by registering each AED, providing on-going medical direction, tracking and replacing expiring batteries and electrodes, and providing industry-leading customer service to ensure readiness checks are performed monthly.
Sustainability of Project/Role of SSFUSD: As part of the school district’s contract with Via Heart Project, Via Heart Project will replace all supplies before they expire, manage all recalls, download the event data after each AED use, replace supplies when the AED is used in an emergency, maintain training records for staff, and keep sites in compliance with local regulations. The cost of the first year of these maintenance services is included in the initial cost of the AED Package, covered by the Measure K grant (as described below.) Starting in Year 2, the district will cover the costs for these services and supplies at $200 per year per AED (or $8,600 per year for the 43 AEDs included in this program). The SSFUSD Board of Trustees voted to approve these expenses at its May 14, 2019, Board meeting.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

County Counsel has reviewed and approved the resolution as to form.
Funding for Via Heart Safe Schools project contributes to the Shared Vision 2025 outcome of a Healthy Community by helping create Heart Safe campuses and help prevent death from Sudden Cardiac Arrest.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2018-19 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2018-19 Adopted Budget.
