Adopt a resolution authorizing:

 

A)                     A commitment in an amount not to exceed $400,000 of General Funds to support the development of the St. Francis Center Magical Bridge Pocket Park (“Project”) to expand recreational, athletic, and community resources for youth and families throughout the region; and

 

B)                     The County Executive, or designee(s), in consultation with the County Attorney, to negotiate and execute a grant agreement and any related documents with the St. Francis Center of Redwood City and or designated implementing partner(s) to support project development, construction, and programming.

BACKGROUND:

The St. Francis Center (“Center”) of Redwood City is a nonprofit organization serving low-income families through affordable housing, education, and social services in North Fair Oaks and surrounding communities. In addition to operating multiple affordable housing developments, a vibrant youth center, and a tuition-free kindergarten through eighth grade school, the Center has been instrumental in revitalizing the neighborhood through community-driven projects and equitable development initiatives.

 

In partnership with the Magical Bridge Foundation, a nonprofit organization recognized for creating universally accessible playgrounds, St. Francis Center seeks to convert a vacant property at 186 Buckingham Avenue into a safe and inclusive community space. The Project will be the first of its kind in the area and will provide children, families, and individuals of all abilities a place to play and connect.

 

North Fair Oaks is a diverse and densely populated community currently lacking in parks and green space accessible to residents. The proposed playground will serve as a recreational area for local families and as an outdoor learning and play space for students attending Holy Family School and the Siena Youth Center, who currently have no dedicated outdoor recreational area.

 

The proposed grant will support the design and construction of a universally accessible and community centered play space that promotes inclusion, connection, and wellness for children and families of all abilities. The Project represents a partnership between the St. Francis Center of Redwood City and the Magical Bridge Foundation to transform an underutilized lot into a vibrant, safe, and inclusive neighborhood gathering place.

 

Key Project Components:

                     Development of a fully inclusive and ADA-compliant accessible playground with sensory play zones, interactive art, and musical features.

                     Installation of shaded seating areas, walking paths, and quiet zones for visitors seeking calm spaces.

                     Creation of accessible play structures designed to accommodate children and adults of all abilities.

                     Incorporation of sustainable design elements including permeable surfacing, drought tolerant landscaping, and energy efficient lighting.

                     Addition of secure fencing, clear pedestrian access points, and community gathering areas for families and caregivers.

 

Program components will include:

                     Daily access for neighborhood residents and students to engage in physical activity and outdoor learning.

                     Community led events and volunteer opportunities that promote stewardship and local engagement.

                     Ongoing maintenance and programming support through collaboration between the St. Francis Center and local partners.

 

DISCUSSION:

This Project aligns directly with the Board’s commitment to advancing equity, youth development, and community well-being.

 

The Project addresses a critical gap in North Fair Oaks’ infrastructure, where major transportation corridors limit access to existing parks and recreational spaces.

 

The County’s $400,000 investment will leverage additional contributions from private donors, community foundations, and business partners secured by the St. Francis Center and the Magical Bridge Foundation. Funding will support construction, community amenities, and share use infrastructure improvements, and will advance the County’s efforts to foster healthy and connected neighborhoods.

 

COMMUNITY IMPACT:

This Project is a targeted investment in expanding access to recreational spaces that promote healthy and thriving communities. The playground will provide free access to a safe, inclusive, and culturally relevant environment.

 

In alignment with the Board’s equity goals, this investment supports both the physical and social infrastructure that fosters long-term well-being.

 

 

FISCAL IMPACT:

Adoption of the proposed resolution would be funded through a General Fund appropriation in Non-Departmental Services or other available fund in an amount not to exceed $400,000, which funds are included in the FY 2025-26 Adopted Budget.
