Adopt a resolution authorizing an amendment to Master Salary Resolution 081316 to delete two positions, add two positions, and reclassify two positions; and accept the updated report of biweekly salaries by classification.

BACKGROUND:

On June 24, 2025, this Board adopted Master Salary Resolution 081316 which specifies the number of and provides compensation and benefits for persons employed by the County of San Mateo, sets appropriate rules and regulations, and repeals all inconsistent ordinances and resolutions. Throughout the year, the salary resolution is amended from time to time to meet the needs of the County.

 

DISCUSSION:

The salary resolution changes herein represent the:

 

                     deletion of two positions;

                     addition of two positions; and

                     reclassification of two positions.

 

These amendments to the resolution have been reviewed and approved by the County Attorney’s Office as to form. The specific actions are discussed in detail below.

 

12400 PUBLIC SAFETY COMMUNICATIONS

 

Action:                     Delete: One V260S, IS Support Series (IS Application Support Analyst Series)

                                          Biweekly Salary: $4,184.00 - $6,225.60

 

                                          Add:                     One V234, Senior Information Technology Analyst

                                          Biweekly Salary: $4,980.00 - $6,225.60

 

Explanation: This is the deletion of one vacant IS Application Support Analyst II position and addition of one Senior Information Technology Analyst position. The former classification was included as a placeholder during the September Revisions Budget, pending HR’s review of the duties and responsibilities and the identification of the most appropriate classification. This is a cleanup action only, so there is no monthly salary and benefits cost to this change, and no change in the total number of authorized positions.

Action:                     Reclassify: One position of E055, Communication Specialist-Confidential

Biweekly Salary: $5,918.64 (includes allowances)

 

                                          To: One position of D105, Communications Officer

                                          Biweekly Salary: $5,402.40 - $6,750.40

 

Explanation: This is the reclassification of one filled Communication Specialist-Confidential to Communications Officer, as recommended by a recently completed classification study of the position. This action represents an approximate monthly salary and benefits cost of $2,757. There is no change in the total number of authorized positions.

 

70000 HUMAN SERVICES AGENCY

 

Action A:                     Reclassify: One position of G098S, Social Worker/Children’s Services Social Worker Series (underfilled as Milieu Program Specialist)

                     Biweekly Salary: $4,320.00 - $5,403.20

 

                     To: One position of G082, Milieu Program Supervisor

                     Biweekly Salary: $4,721.60 - $5,903.20

 

Explanation: This is the reclassification of one filled Social Worker/Children’s Services Social Worker III position (underfilled as a Milieu Program Specialist), to Milieu Program Supervisor as recommended by a recently completed classification study. This action represents an approximate monthly salary and benefits cost of $1,658. There is no change in the total number of authorized positions.

 

Action B:                      Delete: One E334S, Office Assistant Series

                                          Biweekly Salary: $2,646.40 - $2,864.80

 

                                          Add:                     One E029, Administrative Assistant I

                                          Biweekly Salary: $3,240.80 - $4,051.20

 

Explanation: This is the deletion of one vacant Office Assistant II position and addition of one Administrative Assistant I position for better role alignment and staffing efficiency. This action represents an approximate monthly salary and benefits cost of $3,933. There is no change in the total number of authorized positions.

 

 

 

Financial Impact on County’s Retirement System

Government Code Section 31515.5 requires the County to provide the estimated financial impact that proposed benefit changes or salary increases for current employees would have on the funding status of SamCERA‘s retirement fund, the County’s retirement system.

 

As reflected in the attached letter from SamCERA’s actuary, Milliman, the changes reflected in this amendment, specifically the adjustment to the salary of the Airports Manager that are in addition to the assumed annual salary increases of affected current employees, increases the Actuarial Accrued Liability (AAL) by approximately $148,000. While the Unfunded Actuarial Accrued Liability (UAAL) of SamCERA will be higher by this amount, the funded ratio, rounded to the nearest one basis point, will be unchanged.

 

 

FISCAL IMPACT:

These actions represent an estimated monthly salary and benefits cost of $8,348 or an annual cost estimate of $100,172.
