BACKGROUND:

The California Department of Social Services (CDSS) offers subsidized childcare and development programs through the California Alternative Payment Program (CAPP) and CalWORKs Stage 2 Child Care Program (C2AP) in an effort to build, strengthen, and maintain an equitable, comprehensive, quality, and affordable child care and development system for children and families; to integrate child care with other CDSS programs and services that serve the whole child and whole family; to address social determinants of health and adverse childhood experiences which significantly impact long-term outcomes for children; and to provide vital supports to the child care and development workforce and programs for children to have access to equitable and stable child care and development opportunities.

 

DISCUSSION:

The Human Services Agency (HSA) receives annual funding from CDSS to administer the CAPP and C2AP programs on behalf of the County. HSA estimates that the funding amount for CAPP will be up to $3,800,000, and C2AP will be up to $600,000 for the anticipated term of July 1, 2025 through June 30, 2026. However, as more funding may be received, HSA requests that the Board allow the Director of HSA to accept all funding received.

This funding provides equitable access to childcare which supports child development and helps low-income and at-risk families maintain employment. CAPP supports low-income families and foster youth access childcare. C2AP specifically supports families previously enrolled in CalWORKs. Payments are made directly to childcare providers for eligible children through a subcontractor, the authorized service provider. 

The County Attorney has reviewed and approved the Resolution as to form.

 

FISCAL IMPACT:

The anticipated agreement term is July 1, 2025 through June 30, 2026. The funding amount for California Alternative Payment Programs (CAPP) is up to $3,800,000, and CalWORKs Stage 2 (C2AP) is up to $600,000 from the California Department of Social Services (CDSS). Budgetary appropriation for this funding will be included in the FY 2025-26 Budget. Beyond the statutory Maintenance of Effort amount of $76,848 associated with CAPP funding, there is no additional Net County Cost associated with these revenue agreements.
