BACKGROUND:
Peninsula Family Service (PFS) provides Senior Peer Counseling Program services and Help@Hand services, formerly known as Peer-led Outreach and Engagement for Behavioral Health Technology Interventions.
On September 29, 2020, this Board approved an agreement with PFS to provide senior peer counseling services for the term of July 1, 2020, through June 30, 2022, and Help@Hand peer-led outreach and engagement for the term of July 1, 2020, through June 30, 2021, in an amount not to exceed $986,784.
On January 25, 2021, the Chief of San Mateo County Health approved an amendment to the agreement to provide technical support for clients and family members that do not have the resources to purchase the technology they need to participate in telehealth services and online groups, increasing the amount of the agreement by $2,958 to an amount not to exceed $989,742, with no change to the agreement term.
On September 14, 2021, this Board approved a second amendment to the agreement to extend the term of the Help@Hand Peer-led Outreach and Engagement services through June 30, 2022 and increase the amount of the agreement by $300,000 to an amount not to exceed $1,289,742.
On May 17, 2022, this Board approved a third amendment to the agreement, increasing: 1) the Help@Hand Peer-led Outreach and Engagement services agreement amount by $272,440; and 2) the senior peer counseling services agreement amount by $374,616; and adding digital inclusion for older adults (Get App-y Workshops) services, which added $40,102 to the contract amount, to a new maximum total amount not to exceed $1,976,900, The amendment also extended the term of the agreement through June 30, 2023.
DISCUSSION:
PFS continues to provide: 1) bilingual/multi-cultural senior peer counseling services, targeting the County’s older adult population; 2) outreach and engagement services to the lesbian, gay, bisexual, and transgender population and previously underserved geographical areas; and 3) Help@Hand Peer-led Outreach and Engagement services supporting older adults with the use of technology through digital literacy workshops.
Behavioral Health and Recovery Services (BHRS) will release a Request for Proposals for Senior Peer Counseling Services in Fall 2023. This nine-month extension will provide additional time for the RFP process to be completed and allow PFS to continue providing services throughout the proposed extension of the contract term.
The resolution contains the County’s standard provisions allowing amendments to the County’s fiscal obligation by a maximum of $25,000 (in aggregate).
The amendment and resolution have been reviewed and approved by the County Attorney as to form.
It is anticipated that 30% of clients receiving senior peer counseling services will be new unduplicated clients.

FISCAL IMPACT:
The term of the amended agreement is July 1, 2020, through March 31, 2024. The amount of the amended agreement is not to exceed $2,448,059 for the 33-month term. The amendment increases the maximum amount of the agreement by $471,159 and is included in the BHRS FY 2023-24 Recommended Budget. Of this amount, it is anticipated that the Mental Health Services Act will fund $471,159, or 100% of the increase. There is no Net County Cost associated with this amendment.
