Adopt a resolution authorizing an amendment to the agreement with Family Service Agency of San Francisco for outpatient mental health services, and aftercare services, increasing the amount by $153,333, to an amount not to exceed $2,802,358, with no change to the original term of the agreement.

BACKGROUND:
On August 8, 2017, your Board approved an agreement with Family Service Agency of San Francisco (FSA-SF) for outpatient mental health services. Under the San Mateo County Mental Health Services Act (MHSA) and Prevention and Early Intervention (PEI) Plan, FSA-SF works to prevent early psychosis through the Prevention and Recovery for Early Psychosis (PREP) program. PREP is a unique approach that aligns with the MHSA requirements for funding early intervention for clients with a first episode of psychosis. Under Measure K funding, FSA-SF provides an early intervention program for the treatment of bipolar spectrum disorders through the Bipolar Disorder Early Assessment and Management (BEAM). PREP and BEAM are the only local programs of their kind, successfully incorporating elements deemed essential by BHRS: public education, outreach and engagement, a rigorous diagnostic process, cognitive behavioral therapy for Early Psychosis, algorithm-guided medication management, multifamily psycho-education groups, computer-based cognitive rehabilitation, education and employment support for clients, co-occurring treatment, and case management.
DISCUSSION:
FSA-SF will continue to provide mental health services through its BEAM and PREP programs. Through this amendment, FSA-SF will add aftercare services for program graduates to support the maintenance of gains achieved in psychosis and early intervention treatment. FSA-SF will provide enhanced aftercare services to program graduates, develop a safety net to prevent crisis, and intervene early to support graduates to stay in recovery. By providing aftercare services and adequate levels of support to program graduates, FSA-SF will be able to continue to track individual outcomes for years after program completion and demonstrate the long-term effectiveness of PEI.
The amendment and resolution have been reviewed and approved by County Counsel as to form.
Approval of this amendment contributes to the Shared Vision 2025 outcome of a Healthy Community by providing mental health services to children and families. BHRS provides a range of services to promote wellness and recovery and to support consumers remaining in the lowest possible level of care. It is anticipated that 70% of clients maintain improvement on Child and Adolescent Needs Strengths (CANS) domains of Psychosis, Education, and Employment.

FISCAL IMPACT:
The term of the agreement is July 1, 2017, through June 30, 2019. The amount of the amended agreement is not to exceed $2,802,358. The amendment increases the contract amount by $153,333 and is included in the BHRS FY 2018-19 Adopted Budget. Of that amount, 100% is funded by the Mental Health Services Act.
