BACKGROUND AND DISCUSSION:
Measure K is the ten-year half-cent general sales tax approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY 2017-19.
On May 16, 2017, the Board adopted the Measure K allocation plan for the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District Five has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015.
Project Summary:
This is a request to authorize a grant to provide $10,000 in funding for a durable turf field that provides a safe place to play soccer and other sports on top of an asphalt schoolyard at the underserved Woodrow Wilson Elementary School in Daly City through the America SCORES Bay Area Field of Dreams program. Presently, the Woodrow Wilson Elementary School has $95,500 of the approximately $100,000 needed to fund the installation of the field. Approximately 75 percent of students at Woodrow Wilson Elementary School qualify for free or reduced price school lunch and 59 percent are English learners. The primary ethnic groups among the school’s students are Hispanic (49 percent), Filipino (26 percent) and Asian (14 percent). Nearly 400 students attend Woodrow Wilson Elementary School who would use the field during the school day; on evenings and weekends, the schoolyard is open to the public and the field would benefit the surrounding community. According to the 2010 Census, about 55,000 Daly City residents live within a mile radius of the school.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY2017-2018 for the purposes described above:

Funding for the America SCORES Bay Area Woodrow Wilson Elementary School field project contributes to the Shared Vision 2025 by providing all members of the public with an educational opportunity to learn more about health and wellness in the community with an emphasis on diabetes and heart disease.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2017-2018 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2017-2018 Adopted Budget.
