Measure K: Adopt a resolution authorizing an amendment to the agreement with Radonich Corporation DBA Cal Coast Telecom to provide additional Wireless Access Point installation services at various County facilities, extend the term through November 30, 2020, and increase the Agreement amount by $124,987.58 to an amount not to exceed $220,825.46.

BACKGROUND:
The County of San Mateo is undergoing a countywide wireless connectivity expansion project that includes replacing and upgrading existing Wi-Fi infrastructure consisting of aging Wireless Access Points (WAP) and switches.
On March 7, 2019, the Information Services Department (ISD) entered into an Agreement with Radonich Corporation DBA Cal Coast Telecom (CCT) for the purpose of replacing and upgrading existing WAP and switches at various County facilities for the term of March 11, 2019 through June 30, 2019 in an amount not to exceed $77,830. On June 28, 2019, the parties executed a First Amendment to the Agreement to extend the term through December 31, 2019. On December 30, 2019, the parties executed a Second Amendment to the Agreement to extend the term through June 30, 2020. On February 5, 2020, the parties executed a Third Amendment to the Agreement increasing the Agreement amount by $18,007.88 to an amount not to exceed $95,837.88.
DISCUSSION:
During the course of the wireless connectivity expansion project, ISD learned that there was a need to replace and upgrade an additional 180 WAP. Currently, CCT is the vendor contracted for this project and has been successfully working to the County’s standards for WAP installation since 2019. Due to the timing of the COVID-19 pandemic and the recently enacted Shelter in Place Order by state and local authorities, it is in the best interest of the County to work with the current vendor. CCT is familiar with the additional WAP locations and has been granted access to work within the various County facilities where installations are needed. CCT possess the specific knowledge and experience allowing them to complete the required work with minimal supervision and downtime.
This resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
County Counsel has reviewed and approved the Amendment and Resolution as to form.
This Amendment will contribute to the performance measure by enhancing compliance with County’s Wireless Data Standards.

FISCAL IMPACT:
The term of the revised Agreement is from March 7, 2019, through November 30, 2020. This Amendment increases the Agreement amount by $124,987.58 for a total amount not to exceed $220,825.46. The funding for this Amendment is included in the FY 2019-2020 Adopted Budget and in the FY 2020-21 Preliminary Recommended Budget for Measure K for the County Wireless Connectivity Expansion Project.
