Adopt a resolution authorizing an amendment to Master Salary Resolution 081316 to delete six positions, add five positions, set the salary range of six classifications, and reclassify six positions; and accept the updated report of biweekly salaries by classification.

BACKGROUND:

On June 24, 2025, this Board adopted Master Salary Resolution 081316, which specifies the number of and provides compensation and benefits for persons employed by the County of San Mateo, sets appropriate rules and regulations, and repeals all inconsistent ordinances and resolutions. Throughout the year, the salary resolution is amended from time to time to meet the needs of the County.

 

DISCUSSION:

The salary resolution changes herein represent the:

 

                     deletion of six positions;

                     addition of five positions;

                     setting of salary ranges of six classifications; and

                     reclassification of six positions.

 

These amendments to the resolution have been reviewed and approved by the County Attorney’s Office as to form. The specific actions are discussed in detail below.

 

21500 DISTRICT ATTORNEY’S OFFICE

 

Action:                      Delete: One G098S, Social Worker/Children's Services Social Worker Series (Social Worker III)

                     Biweekly Salary: $3,938.40 - $4,922.40

 

                     Add: One G099, Forensic Interviewer

                     Biweekly Salary: same as above

 

Explanation: This is the deletion of one vacant Social Worker III position and addition of one Forensic Interviewer position. The former classification was included as a placeholder in the Adopted Budget for FY 2025-2026 pending HR’s creation of an appropriate new classification. This action represents no change to the monthly salary and benefits cost and no change in the total number of authorized positions.

 

32000 PROBATION DEPARTMENT

 

Action:                     Delete: Three D163, Probation Services Manager I

                                          Biweekly Salary: $4,901.60 - $6,124.80

 

                                          Add: Two D162, Probation Services Manager II

                                          Biweekly Salary: $5,672.00 - $7,089.60

 

Explanation: This is the deletion of three vacant Probation Services Manager I positions and addition of two Probation Services Manager II positions. The latter positions will strengthen operational oversight, ensure consistent direction across divisions, and advance the department’s succession planning objectives. This action represents an approximate monthly salary and benefits savings of $14,634 and the total number of authorized positions is decreased by one.

 

33000 CORONER’S OFFICE

 

Action:                     Delete: One T070, Forensic Autopsy Technician

                     Biweekly Salary: $2,805.60 - $3,507.20

 

                     Add: One T071, Supervising Forensic Autopsy Technician

                     Biweekly Salary: $3,086.40 - $3,858.40

 

Explanation: This is the deletion of one Forensic Autopsy Technician position and addition of one Supervising Forensic Autopsy Technician position to oversee the day-to-day operations of the Coroner’s Office Pathology Division and create a career ladder for staff. This action represents an approximate monthly salary and benefits cost of $1,164. There is no change in the total number of authorized positions.

 

61000 BEHAVIORAL HEALTH AND RECOVERY SERVICES (BHRS)

 

Action:                     Delete: One D033, Health Services Manager II

                                          Biweekly Salary: $5,672.80 - $7,091.20

 

                                          Add: One D248, Senior Advisor to the Director of BHRS

                                          Biweekly Salary: $6,892.00 - $8,616.00

 

Explanation: This is the deletion of one vacant Health Services Manager II position and addition of one Senior Advisor to the Director of BHRS position. This new position will provide policy, strategic planning, and other division level support to the BHRS director. This action represents an approximate monthly salary and benefits cost of $5,055. There is no change in the total number of authorized positions.

 

66000 SAN MATEO MEDICAL CENTER

 

Action A:                     Correct salary range of F110, Neurodiagnostic Technician I to $40.24 - $50.30 per hour.

 

Action B:                      Correct salary range of F111, Neurodiagnostic Technician II to $46.38 - $57.99 per hour.

 

Action C:                      Correct salary range of F112, Neurodiagnostic Technician III to $50.50 - $63.14 per hour.

 

Action D:                     Correct salary range of F110-R, Neurodiagnostic Technician I-Relief to $42.25 - $52.82 per hour.

 

Action E:                      Correct salary range of F111-R, Neurodiagnostic Technician II-Relief to $48.69 - $60.89 per hour.

 

Action F:                      Correct the salary range of F112-R, Neurodiagnostic Technician III-Relief to $53.04 - $66.29 per hour.

 

Explanation: These actions correct the salary range of the above classifications which were presented to the Board for approval on October 21, 2025, quoting an incorrect higher minimum salary range than intended. These are corrective salary setting actions only and have no associated salary and benefits cost. There is no change in the total number of authorized positions.

 

70000 HUMAN SERVICES AGENCY

 

Action A:                     Reclassify: Four positions of E334S, Office Assistant Series

                                          Biweekly Salary: $2,646.40 - $2,864.80

 

                                          To: Four positions of E337, Office Specialist

                                          Biweekly Salary: $2,528.80 - $3,160.00

 

Explanation: This is the reclassification of four Office Assistant II positions to Office Specialists as recommended by a recently completed classification study of the positions. This action represents an approximate monthly salary and benefits cost of $3,914. There is no change in the total number of authorized positions.

 

Action B:                      Reclassify: Two positions of E337, Office Specialist

                                          Biweekly Salary: $2,528.80 - $3,160.00

                                          

To: Two positions of E375, Legal Office Specialist

                                          Biweekly Salary: $2,997.60 - $3,746.40

 

Explanation: This is the reclassification of two Office Specialist positions to Legal Office Specialists as recommended by a recently completed classification study of the positions. This action represents an approximate monthly salary and benefits cost of $3,888. There is no change in the total number of authorized positions.

                     

Financial Impact on County’s Retirement System

Government Code Section 31515.5 requires the County to provide the estimated financial impact that proposed benefit changes or salary increases for current employees would have on the funding status of SamCERA‘s retirement fund, the County’s retirement system.

 

As reflected in the attached letter from SamCERA’s actuary, Milliman, the changes reflected in this amendment that are in addition to the assumed annual salary increases of affected current employees, increases the Actuarial Accrued Liability (AAL) by approximately $52,000. While the Unfunded Actuarial Accrued Liability (UAAL) of SamCERA will be higher by this amount, the funded ratio, rounded to the nearest one basis point, will be unchanged.

 

FISCAL IMPACT:

These actions represent an estimated monthly salary and benefits cost of $613 or an annual cost estimate of $7,358.
