BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2024-25 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018, with the following exception: Riekes Center has requested 50 percent ($25,000) of the grant amount as upfront funding, with the remaining 50 percent ($25,000) paid on a reimbursement basis. This payment structure requires Board approval because the criteria for district-discretionary Measure K funds approved by the Board provide for reimbursement payments. The partial upfront payment schedule is necessary because Academic Year 2024-2025 has already begun and Riekes Center needs funding to serve students immediately rather than wholly on a reimbursement basis. The Board may approve this exception to the criteria by adopting the resolution.

 

District 4 indicates that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General. District 4 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.

 

PROJECT SUMMARY:

This is a request to authorize a grant to Riekes Center, and resulting grant agreement, in an amount not to exceed $50,000, to support programming and instruction for students from North Fair Oaks and East Palo Alto for Academic Year 2024-2025.  The County Executive’s Office will administer and manage the proposed agreement.

 

District 4 indicates that this organization has not previously received Measure K district-discretionary funding.

Reikes Center is a 501c3 non-profit organization whose mission is to provide each student with the best possible opportunity to define and accomplish individual goals, build character and learn transferable life skills through Creative Arts, Athletic Fitness and Nature Awareness, in an environment of non-judgment and mutual respect. These opportunities are provided regardless of the student’s ability to pay, or ability to perform. The Riekes Center thrives on providing transformational outcomes for their students.

Reikes Center’s Community Support Program engages students in a variety of disciplines including music, arts, fitness and trade skills. They offer high quality programs that meet students where they are, and help them develop and

grow their interest or passion in an area of their choosing. Expected outcomes of the Community Support Program includes enhancing student engagement and academic performance through hands-on learning and building life skills that promote leadership, collaboration and problem solving. During the course of the 2024-25 school year these programs will collectively offer 880 hours of class instruction and expand programming to 98-105 students.  The grant is intended to bridge a funding gap of the Community Support Program in order to provide support to students from North Fair Oaks and East Palo Alto for Academic Year 2024-2025.  The grant will expand on grantee’s capacity to serve more students residing in District 4.

 

District 4 has informed the grantee organization that this grant is one-time only, and the grantee organization will need to find other sources of funding going forward. 

 

Total Measure K Request: Not to Exceed $50,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

There are sufficient Measure K funds for this specific FY 2024-25 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2024-25 Adopted Budget.
