BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY2017-19.
On May 16, Measure K receipts of approximately $81.6 million annually. The plan included 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates $7 million in one-time loans or grants during FY 2017-19, divided equally among the five supervisorial districts, for district-specific needs and projects. District 5 has submitted a request to use its district-specific Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-specific Measure K funds, which were developed during the initial round of district-specific allocations and approved by the Board in April 2015.
PROJECT SUMMARY:
This is a request to authorize a grant to Harmony Project Bay Area and resulting grant agreement in an amount not to exceed $2,000 to extend teaching hours at the existing after school music program offered at Woodrow Wilson Elementary School, in order to allow additional students from Benjamin Franklin Middle School to participate in their music program. The County Manager’s office will administer and manage the proposed agreement.
Harmony Project Bay Area’s mission is to improve the life prospects of low income children through an intensive, multiyear after school program of music education, performances, and mentoring.
Harmony Project Bay Area helps address the devastating cuts to music education funding, improves students’ overall skills for academic and life success, and provides students with the invaluable experience of belonging to a musical community. Each of the students receives 5 hours of instruction per week (after school and Saturdays) in violin, cello, chorus and orchestra. The overall student/faculty ratio is 8:1. Frequent public performances are an essential part of the program, motivating the children and engaging their families and the whole school community. Harmony Project Bay Area performed at the District 5 Multicultural event in Daly City this past March.
Harmony Project Bay Area currently operates it’s after school music program at Woodrow Wilson Elementary School in Daly City. In the 2017-2018 school year, the program included 17 students from nearby Benjamin Franklin Middle School. Measure K funding will help Harmony Project Bay Area to extend its teaching hours in order to accommodate more middle school students from Benjamin Franklin Middle School. The proposed Measure K funding will be used to increase hours of operation in order to increase the number of middle school students to a total of 35 - an additional 18 students enrolled on top of the existing 17.
Harmony Project Bay Area receives funds from a variety of donors, including Clarence Heller Foundation, Sam Mazza Foundation, Friendship Foundation, Bill Graham Foundation, Jefferson School District, San Mateo County Arts Commission and Rotary Club.
Total Measure K Request: Not to Exceed $2,000
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2018-2019 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

County Counsel has reviewed and approved the resolution as to form.
Funding for the Harmony Project Bay Area contributes to the Shared Vision 2025 outcome of a healthy and prosperous community by reaching out to some of the lowest income families in the county, providing meaningful after school activities that keep children off the streets and engaged in highly productive activity.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2017-2018 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2017-18 Adopted Budget.
