BACKGROUND:

Behavioral Health and Recovery Services (BHRS) has contracted with GHC of Contra Costa, LLC dba Bayberry Skilled Nursing and Healthcare Center (Bayberry) since December 1, 2023, for residential care facilities in Contra Costa County to provide beds for BHRS clients who need locked Specialized Treatment Programs (STP’s). STP’s have augmented services that provide a higher level of care, supervision, and intensive programming, which address behavioral health issues that impact step down to unlocked community placements. These services include supplemental intensive mental health services, skilled nursing, psychiatric services, rehabilitation treatment, social skills training, and assistance with daily living activities.

 

DISCUSSION:

Under this agreement, Bayberry shall continue to provide beds for difficult-to-place clients and augmented services for adults with a severe mental illness who require a higher level of care and supervision. These services include supplemental intensive mental health services, social skills training, and assistance with daily living activities.  This agreement will provide up to a maximum of two beds per month. 

 

The resolution contains the County’s standard provisions allowing amendments of the County’s fiscal obligation by a maximum of $25,000 (in aggregate).

 

Under Administrative Memorandum B-1, the selection of providers of residential services for mental health clients is exempt from the Requests for Proposals requirement.

 

The agreement and resolution have been reviewed and approved by the County Attorney as to form.

 

It is anticipated that 85% of clients will not be readmitted to a higher level of care within 30 days of admission.

EQUITY IMPACT:

This agreement will positively impact a critically undeserved community of BHRS clients who have severe mental illness and will benefit from a secured placement to support their stabilization and recovery. Providers such as Bayberry are a vital placement resource for such individuals. This agreement with Bayberry affords these individuals an ability to step down from higher acute, more costly levels of care to a placement that can address their behavioral health needs. This provider is committed to serving this population and supporting them with achieving their recovery goals.

 

FISCAL IMPACT:

The term of the agreement is January 1, 2025 through December 31, 2025. The amount of the agreement is not to exceed $262,800 for the one-year term. For FY 2024-25 the maximum amount is $262,800 and will be included in the BHRS FY 2024-2025 Adopted Budget. Of that amount, it is anticipated that $262,800 will be funded by 1991 Realignment. There is no Net County Cost associated with this agreement.
