BACKGROUND:

San Mateo County Health (SMCH) is implementing a new integrated Electronic Health Record (EHR) system. A new data platform is needed to create reports required by regulation that were previously completed using systems that will be replaced. A Request for Proposals (RFP) was issued on March 30, 2022, for this purpose, and Innovaccer Inc. (Innovaccer) was selected. The RFP was purposefully broad and intended to cover any data infrastructure needs required for the transition to Epic. The RFP was scored by members from each of the San Mateo County Health (SMCH) divisions, and Innovaccer was the score winner for each reviewer, as well as the combined score.

 

DISCUSSION:

The Innovaccer Inc. Data Activation Platform (DAP) enables health systems to consolidate data from disparate systems to give a patient view informed by all patient interaction types. This allows for better care coordination, department-wide reporting, and decision insight.

 

With the selection of Epic as SMCH’s new integrated EHR system, consolidation of health data has begun, but will not be complete until the phased EHR roll-out is also complete. The EHR roll out creates three major use cases for the Innovaccer system: 1) records from replaced systems need to be archived in an accessible way to facilitate regulatory reporting and audits that cross over many years of data; 2) providers need a way to access archived clinical data that is older than what will be moved into Epic; and 3) data from SMCH divisions that have yet to be moved to Epic must be moved to a location for department-wide reporting.

 

Other health systems using Epic have leveraged reporting platforms to report collectively on information from Epic and other systems. Innovaccer was the selected platform for several other health systems that have provided enthusiastic references. Innovaccer also received the “Best in KLAS” award for Data & Analytics Platforms - 2022.

 

The County Attorney’s Office has reviewed and approved the resolution and agreement as to form.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

The Information Services Department has reviewed and approved the IT component of this agreement.

 

It is anticipated that with the implementation of the Innovaccer DAP, 95% of SMCH patients and clients can be viewed in one location and the view will contain information from all divisions for which they are a patient or client. It is also anticipated that 95% of patient and client data not brought into Epic from the previous EHR systems will be available to providers without leaving Epic.

FISCAL IMPACT:

The term of this agreement is May 7, 2024, through May 6, 2027. The amount of the agreement is not to exceed $11,692,653 for the three-year term. 

 

Funds in the amount of $2,291,691 are included in County Health’s FY 2023-24 Adopted Budget. Future year costs will be covered by proportional contributions from all County Health divisions, which may include some Net County Cost, depending on the composition of each division’s contribution.
