Subject: Agreement with Pacific Coast Dream Machines for the Annual Pacific Coast Dream Machines Event at the Half Moon Bay Airport

Adopt a resolution authorizing:
A) An agreement with Pacific Coast Dream Machines to conduct the annual Pacific Coast Dream Machines fundraising event at the Half Moon Bay Airport on the last Sunday of April 2026, 2027, and 2028; and
B) A waiver of the 12,500-pound weight restriction at the Half Moon Bay Airport on the day of the event.

BACKGROUND:
Section 25536 of the Government Code provides that a Board of Supervisors, by 4/5ths vote, may enter into agreements to allow activities on County Airport property.
The annual Pacific Coast Dream Machines Event (Event) at the Half Moon Bay Airport (Airport) is the largest source of fundraising revenue for the nonprofit Coastside Adult Day Health Center (CADHC) in Half Moon Bay. The CADHC provides services to vulnerable seniors and adults with disabilities by providing integrated health services, socialization, respite for caregivers at home, and much more. In previous years, the event raised over $100,000 for the CADHC in Half Moon Bay.
This Board adopted Resolution No. 079395 on December 13, 2022, which authorized a three-year agreement with Pacific Coast Dream Machines for the annual Event at the Airport on the last Sunday of April 2023, 2024, and 2025.
DISCUSSION:
The Department of Public Works (Department) recommends this Board approve the agreement for the 2026, 2027, and 2028 events which require Pacific Coast Dream Machines to:
• Comply with Federal Aviation Administration (FAA) and County requirements for operating at the Airport including event setup, event day, and event breakdown; and
• Provide sufficient aviation-trained staffing to coordinate aircraft parking, aircraft displays, and aircraft rides; and
• Provide sufficient staffing to coordinate parking, perimeter security and the general policing of the Airport area to be used; and
• Coordinate vehicle traffic control with the Sheriff’s Office and the California Highway Patrol; and
• Provide insurance coverage for the event that meets the requirements of the County Risk Manager; and
• Comply with County policies for the sale of alcohol, waste diversion, composting and recycling, and the use of compostable food service ware during the event.
The Department also recommends that this Board authorize a waiver of the 12,500-pound weight restriction on the day of the Event for the Airport for applicable aircraft participating in the Event.
County Airport staff will coordinate with the Airport tenants and businesses as the 2026 event approaches and for subsequent events covered under this agreement. In addition, staff will also notify the Midcoast Community Council to advise them of the upcoming event and of the intent to propose a three-year term agreement to this Board.
Airport staff will submit a Certificate of Authorization or Waiver to the FAA for authority to conduct aircraft rides and motorized attractions during the event. A temporary FAA tower will operate during the events to accommodate additional arrivals and departures.
The County Attorney has reviewed and approved the resolution and agreement as to form.
COMMUNITY IMPACT:
This agreement positively impacts older adults, adults with disabilities, and their caregivers in San Mateo County by supporting the CADHC, a nonprofit providing critical health and social services to vulnerable community members. The Event is CADHC’s largest annual fundraiser and helps sustain programs that promote access to healthcare and caregiver support. In addition, the Event strengthens community engagement by providing educational outreach opportunities, supporting small local businesses, and funding aviation scholarships for local youth.
FISCAL IMPACT:
Pacific Coast Dream Machines will pay a facilities fee of $1,100 per day, for five days for each annual event, for the use of the Airport. In addition, Pacific Coast Dream Machines will reimburse the Airport for staff time and expenses related to the event, and for any damage incurred.
There is no impact to the General Fund.
