BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 2 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

PROJECT SUMMARY:
This is a request to authorize a grant to Boys and Girls Club of the Peninsula, and resulting grant agreement, in an amount not to exceed $86,200, to provide for expanded learning programs in the San Mateo-Foster City School District. The County Executive’s Office will administer and manage the proposed agreement.
District-discretionary Measure K funding for this organization has previously been provided as listed below:
• $50,000 for the term 11/1/2016 - 6/30/2017 for capital improvements to the East Palo Alto Clubhouse’s kitchen, recommended by District 4.
• $80,000 for the term 1/12/2021 - 1/31/2022 to fund Community Dinners served during COVID-19 and Community Hubs to support students from vulnerable communities for in-person learning during the school day, recommended by District 4.
Boys & Girls Club of the Peninsula’s (BGCP) mission is to empower the youth in their community with equitable access to social, academic, and career opportunities to thrive. BGCP’s vision is that all youth will grow up to lead fulfilling lives fueled by their passions, talents, and a love of learning.
BGCP has evolved into the largest expanded learning provider in San Mateo County. Over the last 60 years, BGCP has focused on building high-quality academic and enrichment programs to support children, youth, and families in the lowest income neighborhoods of the county.
In fall 2022, BGCP opened an expanded learning program at San Mateo Park Elementary School. The San Mateo-Foster City School District is eager to have BGCP expand to additional sites in the District. The District’s afterschool programs are at capacity with waitlists at all elementary sites. The demand for subsidized or free programs far exceeds the spaces available in the District's After School Education and Safety (ASES) Program.
As of March 2023, 107 Sunnybrae Elementary students, 88 Lead students, and 483 students at San Mateo Park Elementary School, Laurel Elementary, and North Central San Mateo are on waiting lists for afterschool spots. To address the huge demand for high-quality expanded learning programs, BGCP is excited to launch new programs in Fall 2023 at both Sunnybrae and Lead elementary schools. BGCP expects about 130 students at each school to enroll in BGCP programs. BGCP’s Human Capital team is already focused on recruiting and hiring a full-time Site Director, and eight part-time Youth Development Leaders at each site to provide direct services to students.
Measure K funding will contribute to staff costs, estimated at $380,026 for one year of programming at Sunnybrae and Lead elementary schools, comprised of the following positions:
• Site Leadership: $220,306 in salary for full-time Site Director who manages district/school relationships, manages staff and provides direct services.
• Youth Development Leaders:$159,720 in total staff costs for eight part-time hourly instructors working directly with students to provide academic support, enrichment, and Socia and Emotional Learning programs.
Total Measure K Request: Not to Exceed $86,200
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
