Measure K: Adopt a resolution authorizing a one-time grant of district-discretionary Measure K funds, not to exceed $100,000, to the San Mateo County Union Community Alliance (SMCUCA) to support operational costs and delivery of at least one Trades Introduction Program (TIP San Mateo) course in 2020, providing an exception to the criteria for district-discretionary Measure K funds to allow repeat funding within the current budget cycle, and authorizing the County Manager or his designee, to execute the grant agreement.

BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. The Board of Supervisors (“Board”) and County staff have conducted study sessions and community outreach efforts to inform priorities for Measure K spending for FY 2017-19.
On May 16, 2017, the Board approved the FY 2017-19 Measure K allocation plan in which the County anticipates Measure K receipts of approximately $81.6 million annually. The plan included $7 million in one-time loans or grants each year during FY 2017-19, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 1 has submitted a request to use its district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018, with the following exception: the proposed grant, if approved, would be the third grant of district-discretionary funding to the same organization within the current FY 2017-19 budget cycle. The exception is requested to enable the program to continue while a development effort is undertaken to identify ongoing funding sources. The Board may approve this exception to the criteria by adopting the resolution.
PROJECT SUMMARY:
This is a request to authorize a grant to SMCUCA and resulting grant agreement in an amount not to exceed $100,000 to support operational costs and provide at least one TIP course in 2020. The County Manager’s Office will administer and manage the proposed agreement.
District-discretionary Measure K funding for this organization has previously been provided as listed below:
• FY 2017-18: The Board of Supervisors approved a Measure A grant of $95,000 to SMCUCA, proposed by Supervisor Adrienne Tissier, District 5, to partially fund delivery of two TIP courses. $45,000 was received for operational expenses and $50,000 upon graduations and placement. The first Measure K funded class graduated in December 2017 and the second Measure K funded class graduated in June 2018. Placement assistance is still being provided to these graduates.
• FY 2018-19: The Board of Supervisors approved a Measure K grant of $100,000 to SMCUCA, proposed by Supervisor David Canepa, District 5 This grant provides partial funding for the current TIP Class 2019.1 with 35 students enrolled, which will graduate on June 28, 2019. These funds will also provide partial funding for the next class of 35 (2019.2) which will graduate in December 2019.
Overview of Trades Introduction Program (TIP San Mateo) Course
Since 2014, SMCUCA has delivered ten 120-hour TIP pre-apprenticeship courses, based on the nationally certified Multi-Craft Core (MC3) curriculum developed by the National Building and Construction Trades. The eleventh TIP class (class 2019.1) is currently in progress. This “apprenticeship readiness model” is considered an innovative, successful and vital workforce strategy. TIP offers the opportunity to explore the construction employment sector and the wide variety of union construction apprenticeship programs in the County. Currently eleven local construction apprenticeship programs give special consideration to TIP graduates.
TIP is a regional partnership; oversight partners include the San Mateo Building Trades Council, San Mateo County Community College District, College of San Mateo, Bay Area Apprenticeship Coordinators Association, NOVA Workforce Board, SMCUCA and Working Partnerships USA.
To date, TIP has enrolled 311 students, graduated 235 students, and placed 156 graduates in union construction apprenticeships/construction-related employment. Current TIP class 2019.1 is underway with 35 students who will graduate in June 2019. Apprenticeship placements include Electricians, Plumbers, Sheet Metal, Plasterers, Laborers, Carpenters, Elevator Constructors, Sound and Communication, Sign and Display, Glaziers, Drywall, Pipefitter and Automotive.
TIP targets underserved populations in the County, including women, at risk youth, veterans and formerly incarcerated individuals. TIP students reflect the ethnic diversity of the County. In high cost of living San Mateo County, TIP plays a critical role in expanding access to state certified construction apprenticeship programs, which in turn are a pathway to long term self-sufficiency, sustainable wages, benefits and industry recognized training.
Program Costs
The approximate cost of conducting two TIP courses in 2020 is $280,000. Measure K funds will enable SMCUCA to provide at least one TIP course in 2020, while continuing to support the two previous Measure K-funded classes through job placement assistance. In addition, TIP will provide supportive services to students as needed, such as parking fees and gas reimbursement. Placement is always subject to available work in the region and apprenticeship program application cycles which often take a long time, but placement is the goal of TIP. In addition to Measure K, SMCUCA/TIP is currently funded via a Chancellors California Apprenticeship Initiative grant.
SMCUCA proposes to spend the Measure K funds as follows:
• Instructor and direct class expenses
• Outreach, student supportive services, case management and tools
• Program design and course administration, coordination with employers, building and construction trades apprenticeship programs, K-12 programs, community colleges and other workforce development partners
• Fiscal oversight
Total Measure K Request: Not to Exceed $100,000
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds during FY 2019-2020 for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

Funding for the Trades Introduction Program (TIP San Mateo) course contributes to the Shared Vision 2025 outcome of a Prosperous Community by providing critical training for in demand jobs for members of underserved communities and by contributing to our local economy and the economic resilience of our residents.
FISCAL IMPACT:
There are sufficient Measure K funds for this specific FY 2018-2019 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2018-19 Adopted Budget.
