Measure K: Adopt a resolution authorizing an amendment to the agreement with the South San Francisco Unified School District to operate The Big Lift, increasing the not-to-exceed amount by $229,149 to a new not-to-exceed amount of $2,253,686 and extending the term through September 30, 2023.

BACKGROUND:
In 2012, the Peninsula Leadership Council (PPLC) - a coalition of government, education, non-profit, foundation, and business leaders in San Mateo County - launched “The Big Lift” to significantly improve children’s third grade reading proficiency through strategic, thoughtful, evidence-based investments in early learning and education.
The Big Lift focuses on seven San Mateo County communities, where third grade reading proficiency scores are close to or below the County average. One of the school districts involved in The Big Lift is the South San Francisco Unified School District.
On December 7, 2021, the County entered into a Measure K agreement with the South San Francisco Unified School District to operate The Big Lift for the term May 1, 2021 through June 30, 2023 in an amount not to exceed $2,024,537.
DISCUSSION:
The cost of The Big Lift Inspiring Summers program (BLIS) in the South San Francisco Unified School District (SSFUSD) exceeded the amount that was originally included in the agreement due to an increase in enrollment into the BLIS program. The County and SSFUSD now wish to amend the agreement to increase the total not-to-exceed amount and extend the term of the agreement to allow reimbursement for the increased summer program costs.
Approval of this amendment will not increase the total amount of the Measure K funding for The Big Lift for FY 2022-23. There is adequate Measure K funding that was approved by the Board through the FY 2022-23 Adopted Budget for The Big Lift due to underspending of other school districts included in the overall Big Lift Measure K allocation.
The County Attorney’s Office has approved the amendment and resolution as to form.
EQUITY STATEMENT:
The amendment to the agreement with the South San Francisco Unifies School District for The Big Lift will continue to advance equity in San Mateo County by furthering the reading proficiency in communities identified as having close to or below the County average and continuing to strive to close the achievement gap in the County.
FISCAL IMPACT:
The total amount of Measure K funds approved for The Big Lift each fiscal year remains unchanged. There is adequate Measure K funding for The Big Lift to cover these costs in the FY 2022-23 Adopted Budget.
