BACKGROUND:

The County of San Mateo was a signatory to an amicus brief in the U.S. Supreme Court case, Dobbs v. Jackson Women’s Health Organization, and is thereby on record in support of abortion rights as critical to, among other things, achieving racial and economic equality. On May 17, 2022, in anticipation of the Dobbs decision overturning Roe v. Wade, this Board adopted Resolution No. 078875, which affirmed San Mateo County’s unwavering support for women’s reproductive freedom and healthcare privacy. On June 14, 2022, this Board adopted Resolution No. 078909 that, among other things, accepted the proposed components of the County Action Plan to Support Women’s Reproductive Freedom and Healthcare Privacy (“County Action Plan”), and directed the County Executive to grant up to $1,000,000 in Measure K funding to Planned Parenthood Mar Monte for the purchase of technology and medical equipment to be allocated in two tranches to pay for said technology and medical equipment in support of the County Action Plan. The County entered into an agreement with Planned Parenthood Mar Monte for the first tranche of funding for the term June 14, 2022 through June 30, 2023 in an amount not to exceed $549,312.

 

Planned Parenthood Mar Monte has three clinics in San Mateo County (located in South San Francisco, San Mateo, and unincorporated Redwood City) that provide comprehensive sexual and reproductive health care, gender-affirming care, behavioral health, and family medicine services. Together, these clinics serve about 13,000 San Mateo County residents a year, including low-income residents, immigrants, LGBTQ+ community members, those who face language barriers, and individuals from Black, Indigenous, and other communities of color.

 

DISCUSSION:

The proposed agreement with Planned Parenthood Mar Monte for the purchase of the Next Gen Medication Inventory Control System, including staff training on the new system, is the second tranche of this already allocated Measure K funding.  The Next Gen Medication Control System will expand timely reproductive health care for the community, allow real-time access to all inventory, including quantities and lots, and allow staff to scan medications into the system, saving time and alleviating the potential for mistakes. With this Measure K funding, Planned Parenthood Mar Monte will pay for the software, technology implementation, equipment, set-up, and additional staff training on the new system. 

 

The upgrades will afford Planned Parenthood Mar Monte with the ability to more efficiently serve patients, particularly in light of a rise in out-of-state and out-of-county patient load due to the evolving legal landscape for reproductive care.

EQUITY IMPACT:

By recommending funding for Planned Parenthood Mar Monte, the County acknowledges and affirms the County’s unwavering support for women’s reproductive freedom and healthcare privacy, including comprehensive reproductive healthcare services for patients with limited resources.

 

FISCAL IMPACT:

The Measure K funding for this project, which has been approved by this Board, is being appropriated from Measure K Reserves to Non-Departmental Services.  There is no impact to the County General Fund as a result of approval of this agreement.
