BACKGROUND:
Measure K is the half-cent general sales tax initially approved by the San Mateo County voters in November 2012 and extended through November 2016 for a total of thirty years. In response to Board direction, staff gathered community input regarding priorities for the allocation of Measure K funds. Staff collected feedback from Community Based Organizations and County departments, and conducted a countywide survey and listening sessions to obtain resident input. At the October 3, 2023, Measure K study session, staff presented a report produced by InterEthnica, summarizing the results of the surveys, and listening sessions which provided valuable input for the Board.
On October 17, 2023, this Board finalized and approved the following priority areas for FY 2024-25 Measure K funding: Children, Families, and Seniors; Housing and Homelessness; and Emergency Preparedness. Mental Health is a component of each priority area rather than a stand-alone item. In addition to the approval of the priority areas, this Board authorized the County Executive to develop and proceed with a Notice of Funding Opportunity (NOFO) process to obtain applications for funding within the approved priority areas and subcategories identified by the Board.
On March 27, 2024, this Board approved recommended applications received pursuant to the NOFO and authorized the County Executive to negotiate agreements with applicants, to be returned to this Board for approval. By this action, the application of Jefferson Union High School District (JUHSD) for services at the Daly City Youth Health Center was approved for an award of Measure K funds under the Children, Families, and Seniors priority area for the period of September 1, 2024, through June 30, 2027, in an amount not to exceed $742,712.84.
DISCUSSION:
Measure K funding will be used to enable JUHSD to: 1) annually provide pro-bono mental health services to clients who are uninsured, underinsured, or are unable to access mental health services through their private insurance and do not otherwise qualify for Medi-Cal/Health Plan of San Mateo; 2) annually provide training for additional Family Systems training and to utilize Partners for Change Outcomes Management System to track client outcomes; and 3) annually conduct 100 client Social Emotional Skills Building group sessions.
The resolution contains the County’s standard provision allowing amendment of the County’s fiscal obligation by a maximum of $25,000 (in aggregate).
The agreement and resolution have been reviewed and approved by the County Attorney as to form.
It is anticipated that JUHSD will annually provide pro-bono services to 40 additional clients and conduct 100 client Social Emotional Skills Building group sessions.

EQUITY IMPACT
This agreement is designed to advance equity by addressing critical needs in mental health services for marginalized youth. Key objectives include offering no-cost mental health services for youth who are uninsured, underinsured, or unable to access care through private insurance, as well as providing Social Emotional Skill-Building Youth Groups. These services will support students in a highly racially diverse district where 40% identify as Asian or Pacific Islander, 33% as Hispanic, 1% as Black, 1% as Native American, 7% as two or more races, and 15% as White (data source: Jefferson Union High School District School District in Daly City, CA. This initiative is essential, as race and social determinants of health continue to disproportionately impact youth. The need for these services is underscored by the rising distress among students, evident in the increase of interventions for suicidal and self-injurious behaviors-from 64 assessments between January and June 2022 to 92 between August 2022 and January 2023.
FISCAL IMPACT:
The term of the agreement is September 1, 2024, through June 30, 2027. The amount of this agreement is not to exceed $742,712.84 for the 33-month term and will be funded through Measure K funds. Measure K funds in the amount of $242,904.76 are included in the Behavioral Health and Recovery Services FY 2024-25 Adopted Budget under Non-Departmental Services. Similar arrangements will be made for future years.
