Acting as the Governing Board of the Oak Knoll Sewer Maintenance District, conduct a hearing regarding annexation of property to the Oak Knoll Sewer Maintenance District - Lands of Yurukoglu and Parker:
A) Open public hearing
B) Close public hearing
C) Adopt a resolution:
1. Ordering the annexation of the Lands of Yurukoglu and Parker (731 Esther Lane, Redwood City, APN 058-244-080) to the Oak Knoll Sewer Maintenance District; and
2. Directing the Director of Public Works to transmit a copy of the resolution ordering annexation and file maps of said annexation with the appropriate agencies.

BACKGROUND:
The Oak Knoll Sewer Maintenance District (District) entered into an agreement (Agreement) with the City of Redwood City (City) that allows the District to provide sewer service to properties that are adjacent to District-owned and operated facilities.
Ali Yurukoglu and Emily M. Parker are the current owners of the property at 731 Esther Lane, which is also identified as Assessor’s Parcel Number 058-244-080. The owners have requested that the property be annexed to the District in order to receive sewer service. A hearing to consider an annexation to the District is required pursuant to Section 4860 et. seq. of the Health and Safety Code.
This Board adopted Resolution No. 081237 on June 10, 2025, which set 9:00 A.M. on Tuesday, August 12, 2025 at the regularly scheduled Board meeting, as the time and place for a hearing to consider the annexation of the Lands of Yurukoglu and Parker to the District.
DISCUSSION:
The District is able to provide sewer service to the property. The District prepared a geographic description and plat map for the property being considered for annexation, which are attached to the Resolution as Exhibit “A” and “B”, respectively. The hearing to consider the proposed annexation has been properly noticed. Therefore, staff recommends that the annexation be approved.
The County Attorney has reviewed and approved the resolution as to form and the City has consented to the annexation by adopting their Resolution No. 16280.
FISCAL IMPACT:
The property owners have paid or will pay all required fees for the parcel as follows:
• Annexation Processing Fee: $1,800.00
• District Connection Fee: $12,753.00
• Sewer Treatment Capacity Fee: $177.48
• Plan Review Fee: $300.00
• Sewer Inspection Permit Fee: $300.00
• Miscellaneous Services Fee: $200.00
• State Board of Equalization’s Recording and Mapping Fee: $300.00
• Redwood City Wastewater Treatment and Sewer Facilities Fee: $5,301.70
If the annexation is approved, the property owners will be subject to the annual sewer service charge levied by the District, which has been set at $1,845 for FY 2025- 6. The property owners will construct and pay for the sewer lateral that is necessary to bring sewer service to this property.
There is no impact to the General Fund.
