BACKGROUND:

Microsoft applications such as Outlook, Teams, SharePoint, OneDrive, and Microsoft 365 are used daily by County employees for email, meetings, collaboration, document storage, and productivity. Microsoft Unified Support Services provides direct access to Microsoft technical experts who can help resolve system issues, support updates and upgrades, and provide guidance to keep these tools operating reliably and securely. This support helps maintain continuity of County operations and reduces the risk of service disruptions.

 

On December 5, 2022, the Technology Services Department (TSD) released Request for Proposals No. ISD-20231868 seeking support services for the Microsoft Enterprise Platform. On September 26, 2023, your Board approved an agreement with Microsoft for the term of October 1, 2023, through September 30, 2026, for a total amount not to exceed $654,806.

 

DISCUSSION:

TSD relies on Unified Support Services to maintain timely technical support for Microsoft applications and related infrastructure used throughout the County. Continuing these services will allow TSD to resolve incidents efficiently, receive specialized assistance for updates and upgrades, and reduce the risk of service disruptions.

 

TSD is seeking approval from your Board to execute this amendment to the agreement with Microsoft to extend Unified Support Services through September 30, 2029, and increase the total not-to-exceed amount to $1,554,803.

 

The County Attorney’s Office has reviewed and approved the resolution and amendment as to form.

 

This resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

 

Approval of this amendment will contribute to the performance measure by maintaining the availability, reliability, and security of the County’s Microsoft Enterprise Platform and key applications, minimizing service disruptions, and supporting continued County operations and public services.

COMMUNITY IMPACT:

The County of San Mateo is dedicated to promoting equitable access to County services by ensuring staff have reliable and secure technology tools to support daily operations. This amendment will help reduce service disruptions and support departments in delivering critical services to all communities, including underserved and vulnerable populations.

 

FISCAL IMPACT:

The amended term of this agreement is from October 1, 2023, through September 30, 2029.The amended not to exceed amount of this agreement is $1,554,803. Funding for this agreement is included in TSD’s FY 2026-27 Adopted Budget and will be included in the future budget requests to be collected through service charges to County Departments.
