BACKGROUND:
On August 3, 2021, the Information Services Department (ISD) released a Request for Proposals to facilitate an upgrade to the County’s multi-technology public radio Microwave System which spans across thirty-six widely distributed sites and facilities. On September 13, 2022, your Board approved an agreement with Aviat U.S., Inc. for the term of September 13, 2022, through September 12, 2025, for a total amount not to exceed $6,451,432.
On May 25, 2023, the parties executed Amendment Number 1 to adjust the milestones and corresponding payment schedule for an improved and phased delivery of equipment. On October 17, 2023, your Board approved Amendment Number 2 to add the San Mateo Police Department microwave link, modify the list of equipment identified for replacement and the associated services, increasing the agreement amount by $753,584.51, for a total amount not to exceed $7,205,016.51.
DISCUSSION:
As the ongoing Microwave System upgrades progress, essential improvements have been identified to enhance the stability and resiliency of the system. To implement these improvements, the parties wish to amend the agreement to refine installation methods, reinforce mounting surfaces, provide specialized maintenance training, and replace aging components.
The Information Services Department (ISD) is seeking approval from your Board to execute this amendment to the agreement with Aviat U.S., Inc. to address these critical adjustments to enhance efficiency, minimize disruptions, and protect public safety services.
The County Attorney’s Office has reviewed and approved the amendment and resolution as to both form and content.
This resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).
Approval of this amendment will contribute to the performance measure by cost effectively upgrading the County’s radio communications system.

Enhancing the Microwave System ensures equal access to reliable emergency communication, particularly for underserved communities and reduces disruptions that could impact vulnerable populations, creating a more inclusive and resilient public safety network.
FISCAL IMPACT:
The term of this amended agreement is from September 13, 2022, through December 31, 2025, with an increase of $765,145 for a new not to exceed amount of $7,970,161.51. Funding in the amount of $765,145 will come from Proposition 172 project funds included in ISD’s FY 2024-25 Adopted Budget.
