BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years. 

 

The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2024-25 budget cycle, divided evenly among the five supervisorial districts, for one-time district-discretionary needs and projects. District 2 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 2 indicates that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General. District 2 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.

 

PROJECT SUMMARY:

This is a request to authorize a grant to California Clubhouse, and resulting grant agreement, in an amount not to exceed $25,000, to provide for capacity-building training on motivational interviewing, community resilience, and trauma-informed care for California Clubhouse staff and members. The County Executive’s Office will administer and manage the proposed agreement.

District-discretionary Measure K funding for this organization has previously been provided as listed below:  

 

                     On November 15, 2016, the Board of Supervisors approved $30,072 in district-specific Measure A funds for the purchase of a 12-person passenger van to support the California Clubhouse.

                     On May 19, 2020, the Board of Supervisors approved $100,000 in district-discretionary Measure K funds for the California Clubhouse for programs and services for individuals living with mental illness.

                     On October 18, 2022, the Board of Supervisors approved $75,000 in district-discretionary Measure K funds for the California Clubhouse to pilot the next phase of the Supported Employment Program.

 

El Camino House is a former motel located at 2175 S. El Camino Real, San Mateo that the County of San Mateo purchased and converted into a temporary non-congregate shelter with 44 units in 2022. El Camino House is operated by Samaritan House and serves residents who are experiencing homelessness - specifically single adults and two-person adult households. 

 

Samaritan House staffs El Camino House 24/7 with wraparound services and works closely with each resident to help them address their physical and mental health needs, finances, and employment, and help them find housing. To provide wraparound services and support residents as they search for permanent housing, Samaritan House works closely with other nonprofits and organizational partners.

 

One very important need that Samaritan House works to address at El Camino House is mental health, as many who receive services experience mental illness that deeply impacts their lives. California Clubhouse is in the process of relocating to 2195 S. El Camino Real, which is attached to El Camino House. California Clubhouse expects its service demand to double in size immediately upon moving into its new space and needs to rapidly build capacity to meet the mental health needs of individuals living at El Camino House.

 

California Clubhouse is a community-based organization dedicated to supporting individuals living with mental illness. It operates under a unique “Clubhouse” model where members participate in meaningful work activities within the Clubhouse, building valuable skills and contributing directly to services provided to other members. The Clubhouse model fosters a supportive community where members can connect with peers, share experiences, and build lasting relationships. 

 

California Clubhouse offers a range of services, including vocational rehabilitation, social and recreational activities, educational opportunities, and housing support. To build capacity, California Clubhouse needs resources to provide training on motivational interviewing, community resilience, and trauma-informed care for its staff and members. Beyond the organization’s need to expand its capacity, the work that staff and members will do to welcome and help El Camino House residents will require significant training and care, as these individuals are experiencing incredibly vulnerable circumstances in life.

Training and becoming well-versed in motivational interviewing will deepen the work done with current Clubhouse members, but also provide a framework for working with recently housed members of El Camino House. This will give California Clubhouse foundational support while orienting new members.

District 2 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward, the grantee organization will use the Measure K grant as follows:

Budget

                     $18,500 - 2-day intensive onsite motivational interviewing training. Includes ongoing coaching for the following 6 months via online access to training videos and short classes to continue training. 7 staff & up to 10 members trained.

                     $2,000 - Mental Health First Aid training. 6 staff & 10 members trained.

                     $750 - Hearing Voices Curriculum to be used for training 7 staff.

                     $3,750 - MediCal Peer Support Certification Training for 2 staff.

 

Total Measure K Request: Not to Exceed $25,000

 

The project or services funded by this district-discretionary grant is estimated to be completed by June 30, 2025.

 

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

EQUITY IMPACT:

El Camino House serves unhoused individuals who are experiencing incredibly challenging circumstances in life and need a wide variety of services, including the services provided by California Clubhouse to help individuals rebuild their lives. People of color in San Mateo County and elsewhere are, on average, more likely to become unhoused, as are LGBTQ+ identifying people, especially LGBTQ+ youth. Additionally, women and other domestic violence survivors often have to escape abusive circumstances without a financial safety net and thus experience homelessness on top of significant existing trauma. The program provided by California Clubhouse specifically aims to provide these vulnerable populations, experiencing incredibly traumatic and challenging circumstances, with services to recover and rebuild their lives.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2024-25 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2024-25 Adopted Budget.
