BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2025-26 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 2 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.  District 2 indicates that this organization is either a public agency operating within the County or a nonprofit organization registered and in good standing with the California Attorney General.  District 2 indicates that the sponsoring Board member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization. 

PROJECT SUMMARY:

This is a request to authorize a grant to Foster City Village, and resulting grant agreement, in an amount not to exceed $10,000, to provide for Inspired Aging through Home Safety and Emergency Preparedness for Seniors in District 2. The County Executive's Office will administer and manage the proposed agreement.

District 2 indicates that this organization has not previously received Measure K district-discretionary funding.

Foster City Village (FCV) provides essential services to seniors to help them remain in their homes for as long as possible. FCV operates within the City of Foster City and provides activities designed to encourage social engagement, provides transportation to health appointments, offers mental health support for individuals who may feel isolated, delivers Meals on Wheels twice per week, and provides technology assistance, organizing help, and home safety services.

This district discretionary grant will be used to fund the following project or services:

FCV will distribute 40 emergency preparedness kits, or go bags, including essentials such as flashlights, batteries, and bottled water to seniors in Foster City. FCV will consult with the San Mateo County Department of Emergency Management to receive input on exact go bag contents. In addition to essential basic supplies determined through this consultation, Foster City Village will distribute San Mateo County Department of Emergency Management literature to recipients.

Due to the critical need for seniors to have assistance in keeping their home clean, operational, and safe, FCV will also provide seniors living in Foster City with supplies for basic everyday home repairs and accessibility improvements, such as grab bars. FCV will partner with a local hardware chain to offer free or discounted services. Simple repairs, household organization or cleanup will be performed by community partners or FCV volunteers. For more costly necessary repairs, FCV will provide the services of its hardware partner at a discounted rate. This district-discretionary grant will enable the organization to meet the following need or service gap within the County: home safety improvements and emergency preparedness supplies for seniors.

To be eligible to receive supplies funded by this grant, a recipient must be (1) a senior residing in Foster City and (2) join Foster City Village by either qualifying as low-income under program guidelines: income of up to $50,000/year for households of 1-2 people, or up to $75,000/year for households of 3 or more people, and assets no more than $50,000 (not including home or vehicle); or paying membership dues ($365 per year for an individual).

 

District 2 has informed the grantee organization, this grant is a one-time only award, and the grantee organization will need to find other sources of funding going forward.

The project or services funded by this district-discretionary grant will be implemented and provided between December 2025 and December 2026. The project is estimated to be completed by December 2, 2026.

 

The following other County departments are involved in this project/these services, as follows: Department of Emergency Management.

 

The following other community organizations are involved in or contributing funds to this project/these services, as follows: Foster City Village may receive funding from Intero Foundation, Sequoia Health Care District, Callison Foundation, and a hardware store sponsor.

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

The County Attorney’s Office has reviewed and approved the agreement and resolution as to form.

 

COMMUNITY IMPACT:

Many seniors are struggling to remain in place due to living on a fixed income with rising costs of food, taxes, utilities and other critical needs. Half of FCV’s members live alone, and the average member's age is 77. This grant will provide seniors with essential home improvements to remain in place and go bags to improve safety for this vulnerable population in the event of an emergency. Foster City Village’s Silver Scholarship program will ensure that low-income seniors are served by the program.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2025-26 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2025-26 Adopted Budget.
