BACKGROUND:
On August 7, 2023, the Technology Services Department (TSD), formerly known as Information Services Department (ISD), released a Request for Proposals (RFP), for a digital communications and subscription management platform that allows county residents and stakeholders to register to receive email or SMS notices related to County programs, services, news, and events.
On October 17, 2023, this Board approved an agreement with Granicus, LLC for the term of November 1, 2023, through October 31, 2028, and for a total amount not to exceed $455,783.54.
On September 16, 2024, the parties executed Amendment No. 1 to add one year of Enhanced Security subscription, increasing the amount by $12,000 for a new total amount not to exceed $467,783.54.
DISCUSSION:
In our ongoing commitment to enhancing security, optimizing access to the County’s enterprise digital communications and subscription management platform, maintaining essential compliance, and simplifying administrative processes, this amendment will ensure the continuation of these essential IT operations and improve service delivery.
TSD is seeking approval from this Board to execute this amendment with Granicus, LLC, to continue leveraging enhanced security features on the County’s enterprise digital communications and subscription management platform to enhance cybersecurity measures.
The County Attorney’s Office has reviewed and approved the resolution and amendment as to form.
This resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligations by a maximum of $25,000 (in aggregate).

FISCAL IMPACT:
The term of this agreement is from November 1, 2023, to October 31, 2028, and is unchanged. The amendment increases the agreement amount by $46,680.19 to an amount not to exceed $514,463.73. Funding for this amendment is included in TSD's FY 2025-26 Recommended Budget for Web and SharePoint services and collected through Core IT service charges distributed to County agencies.
