BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
On March 9, 2021, and March 23, 2021, the Board of Supervisors (Board) held study sessions on Measure K expenditures and anticipated revenue for fiscal years (FY) 2021-23. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study sessions to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FYs 2021-23. The Board approved $5 million in one-time loans or grants for the FY 2021-23 budget cycle, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.
PROJECT SUMMARY:
This is a request to authorize a transfer of funds from Non-Departmental Services to the Office of Arts and Culture, in an amount not to exceed $20,000, for funding the completion of the Healthy Community Mural in North Fair Oaks.
District-discretionary Measure K funding for this organization has previously been provided as listed below:
• On July 26, 2022, the Board of Supervisors approved an Appropriation Transfer Request transferring district-discretionary Measure K funds, not to exceed $60,000, from Non-Departmental Services to the San Mateo County Office of Arts and Culture for the Healthy Community Mural in North Fair Oaks.
• On March 28, 2023, the Board of Supervisors approved an Appropriation Transfer Request transferring district-discretionary Measure K funds, not to exceed $25,000, from Non-Departmental Services to the San Mateo County Office of Arts and Culture for the Causeway Mural on the bridge connecting Maguire Correctional Facility and the Hall of Justice in Redwood City.
Public art is highlighted as an integral part of the North Fair Oaks Community Plan - to bring a sense of community to the public areas within North Fair Oaks. The Plan envisions a vibrant, safe, and healthy community which includes public art highlighting the local history and cultural background of the community.
The San Mateo County Office of Arts and Culture, working with community organizations including the Cultural Collective of North Fair Oaks has selected artist Emily Fromm to transform the pedestrian walkway on both sides of the 5th Avenue, North Fair Oaks, underpass into a vibrant work of art highlighting the theme of "Healthy Community”.
Goals of this project include bringing culturally significant public art to the North Fair Oaks community and enhancing the beautification of the community, specifically on the 5th Avenue underpass. The underpass is a well-travelled pedestrian and bicycle path used by residents and visitors. Interested artists are encouraged to visit the North Fair Oaks community and the mural site for this project.
This request for $20,000 in Measure K district-discretionary funds will fund the completion of this Healthy Community Mural public art project, and in doing so, bring pride and beauty to the North Fair Oaks community.
