BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

The Board of Supervisors (Board) held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2024-25 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 4 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018, with the following exception: Live in Peace has requested 50 percent ($35,000) of the grant amount as upfront funding, with the remaining 50 percent ($35,000) paid on a reimbursement basis. This payment structure requires Board approval because the criteria for district-discretionary Measure K funds approved by the Board provide for reimbursement payments. The partial upfront payment schedule is necessary because there has been a shift in funding priorities across the region leaving Live in Peace with an immediate funding need to continue these programs to serve students immediately rather than wholly on a reimbursement basis. The Board may approve this exception to the criteria by adopting the resolution.

 

PROJECT SUMMARY:

This is a request to authorize a grant to Live in Peace and resulting grant agreement in an amount not to exceed $70,000 to support the continuation of the Bike Shop and the Junior Golf programs. The County Executive’s Office will administer and manage the proposed agreement.

District-discretionary Measure K funding for this organization has previously been provided as listed below: 

                     On December 14, 2021, the Board of Supervisors approved district-discretionary Measure K funding to Live in Peace in the amount of $35,000, for the purchase of a van to be used to transport students to Live In Peace programs.

 

Live In Peace is a community-driven organization dedicated to empowering historically marginalized young people to break free from systems that have failed them. Their mission is to empower youth and young adults to reclaim the vision for their future. This mission is accomplished through a highly relational model that connects young people to their talents, educational pathways, jobs, and a bright future. Live in Peace is a hub of highly relational, highly informed, and highly motivated people that pull youth and young adults together to move forward academically, emotionally, socially, personally, and more.

 

Live In Peace offers a wide range of programs that provide wraparound support to young adults at every stage of their lives, including the Live In Peace Bike Shop and Junior Golf Program. The Bike Shop program works to serve the community with low-cost (or free) service and purchase of bikes, partners with the Ravenswood School District and its schools to tune up, provide bikes, and teach safety for students, and creates a space where youth can thrive in project-based, hands-on learning. In this program, 8th graders through high school-aged students learn the skills of becoming a bike mechanic and then become interns at the LIP Bike Shop, REI, and the Sports Basement, as well as employment through the Live in Peace apprenticeship program.

 

The Live In Peace Junior Golf Program provides students access to the sport of golf through lessons, mentorship, and academic tutoring while teaching and instilling valuable life skills and values. The Junior Golf Program uses golf as a vehicle to help youth and young adults with their personal development and helps them understand the connection between their education and their future. The sport of golf instills patience, honesty, courtesy, respect, and tools to deal with frustration. All of these characteristics are necessary for their students to reclaim the vision for their future.

 

Live In Peace ensures that the students who are least likely to graduate from high school can do so. By partnering with local school districts and families, the organization has reduced suspensions and increased graduation rates for at-risk students. Their success is rooted in these strong relationships, which are vital to ensuring fair treatment and student opportunities.

 

This request for $70,000 in Measure K district-discretionary to Live in Peace will support the continuation of the Bike Shop and the Junior Golf programs.

 

Total Measure K Request: Not to Exceed $70,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
