BACKGROUND:

The Subsidized Work Study Initiative, supported by the California Department of Social Services, is designed to provide CalWORKs WTW clients with career enhancement opportunities through subsidized work study, client reintroduction to educational pathways, and peer mentoring support. In collaboration with SMCCCD, the San Mateo County Human Services Agency (HSA) Employment Services branch provides opportunities for CalWORKS WTW participants to attend classes and earn continuing education credits to obtain licensure and/or certification to assist in achieving self-sufficiency. 

 

On June 25, 2024, by Resolution No. 080532, the Board waived the requirement for the Request for Proposals (RFP) and authorized an agreement with SMCCCD, for a term of July 1, 2024 to December 31, 2025, for a total obligation amount of $451,000 with the SMCCCD.  Under this agreement, SMCCCD provides education, mentoring, and tutoring to CalWORKs Welfare-to-Work participants as part of the Subsidized Work Study Initiative. The requirement for a formal solicitation was waived Pursuant to Section 2.83.070(b) of the County Ordinance Code and in accordance with Administrative Memo B-1 because SMCCCD (a community college system) is considered a public agency.

 

On October 3, 2024, HSA authorized a director-level amendment to adjust classes available in the 2025 fall semester, with no change to the term, and with no change to the total obligation amount.

 

On November 1, 2024, HSA authorized a director-level amendment to make changes to the table of rates in Exhibit B, to align with the course changes made under the First Amendment, with no change to the term and with no change to the total obligation amount.

 

DISCUSSION:

HSA is requesting to further amend the Agreement with SMCCCD to extend the term by 24 months for a new term of July 1, 2024 to December 31, 2027, and increase funding by $616,910 for a new total obligation amount of $1,067,910, to cover the cost to continue to provide college-level courses to CalWORKS WTW participants in life skills, early childhood education, business, and biotechnology. Additionally, SMCCCD will continue to provide mentorship and tutoring to help students successfully complete their classes or support them in identifying educational/employment goals. Each class will be offered to 15 participants for the 2026 spring, summer and fall semesters, and 2027 spring and fall semesters.

 

The resolution contains the County’s standard provisions allowing amendment of the County’s fiscal obligation by a maximum of $25,000 (in the aggregate).

 

The County Attorney has reviewed and approved the amendment and resolution as to form.

COMMUNITY IMPACT:

This Agreement will positively impact low-income families receiving CalWORKs by providing WTW participants with opportunities to achieve self-sufficiency through work study and educational pathways.  WTW participants receive supportive services to enhance successful participation and earn continuing education units, licensure, and/or certificates upon completion of courses contributing to better outcomes.   

 

FISCAL IMPACT:

The term of this amended Agreement is July 1, 2024, through December 31, 2027 for an amount not to exceed $1,067,910. This Agreement is funded by State and Federal administrative funds. Funds were included in the FY 2025-26 Adopted Budget and will be included in future budgets. There is no Net County Costs associated.
