B)                     Authorizing the Director of Public Works to call for sealed proposals to be received by Thursday, March 28, 2024, at 2:30 p.m., in the office of the County Executive/Clerk of the Board of Supervisors; and

 

C)                     Authorizing the Director of Public Works to extend the call for bids and bid opening up to sixty (60) calendar days beyond the time and date originally set forth by the Board of Supervisors.

BACKGROUND:

On March 29, 2011 this Board adopted Resolution No. 071336 which authorized the Director of Public Works to execute and accept grant agreements with the Federal Aviation Administration (FAA) and the California Department of Transportation (Caltrans).

 

The electrical systems serving the airfield lighting at the Half Moon Bay Airport (Airport) require replacement due to their deterioration, as most of these systems have been in place since the original date of construction of the Airport in 1942. The FAA requires the Airport to maintain its facilities in a safe and serviceable condition. The Half Moon Bay Airport Electrical Vault & Generator Project (Project) includes installing a new diesel-powered generator to supply the airfield lighting systems with power for a minimum of 24 hours, in the event of electrical power outages. Backup power for the airfield lighting systems will improve the Airport’s electrical resiliency and usability during power outages on the coast. The FAA will provide grant funding for the Project in an amount equal to 90 percent of Project costs, while Caltrans will provide matching grant funding of 5 percent of the FAA grant amount.

 

DISCUSSION:

The Department of Public Works (Department) retained C&S Companies to develop the Project plans and specifications to replace the existing electrical systems and electrical vault for the airfield lighting. The improvements will include, in general, replacement of the existing electrical systems, upgrading the existing electrical service line, installation of a new diesel-powered generator, and the installation of a new corrosion-resistant electrical vault with new FAA approved equipment and electrical systems capable of supporting future taxiway and runway lighting replacements or improvements.

 

The Airport staff is coordinating with its tenants and businesses relative to the Project and any impacts to operations during construction. This Project complies with all FAA Advisory Circular guidelines, and local and state codes.

 

The County Attorney has reviewed and approved the resolution as to form.

 

FISCAL IMPACT:

The total cost of this Project is estimated at $1,200,000 and is proposed to be financed as follows:

 

 

The Project will initially be financed from the Airport Enterprise Fund as the Federal and State grants are received on a reimbursable basis. The Airport Enterprise Fund has the capability to accommodate the cash flow requirements of this Project while monthly grant payments are requested of the FAA and Caltrans. The FAA and Caltrans grant applications and amounts represented above are based upon estimated costs, but the actual grant offers will be based on the lowest bid received.

 

There is no impact to the General Fund.
