BACKGROUND:

Your Board has adopted similar resolutions designating parking restrictions.

Section 22507 et seq. of the California Vehicle Code and Section 7.30.010 of the County of San Mateo Ordinance Code provides that local authorities may prohibit or restrict the stopping, parking, or standing of vehicles by resolution or ordinance.

The Sheriff’s Office requested the establishment of a “No Parking” zone and a “Time Limited No Parking” zone on a portion of Crystal Springs Road and Skyline Boulevard to address public nuisances in the form of trash, debris, illegal dumping, and illegal activities.

DISCUSSION:

The Department evaluated the request and determined that the proposed parking restrictions along Crystal Springs Road and Skyline Boulevard would benefit the community and address the public nuisances identified by the Sheriff’s Office.

To continue providing access to the Sawyer Camp Trail during normal operating hours, the Department recommends adopting a resolution authorizing a “Time Limited No Parking During Specified Hours” zone along portions of Crystal Springs Road beginning approximately 1,000 feet east of the Junipero Serra Freeway overcrossing, traveling west to the intersection of Skyline Boulevard for a total of 2,010 feet then continuing north on Skyline Boulevard for approximately 1,550 feet. Parking will be prohibited between 10:00 PM and 5:00 AM.

Additionally, the Department recommends adopting a resolution authorizing a “No Parking” zone from the end of the “Time Limited Parking” zone and traveling north on Skyline Boulevard for 4,500 feet, more or less.

Stakeholders affected by this resolution were notified and concurred with the recommendations. The stakeholders are: Town of Hillsborough, Silicon Valley Bicycle Coalition, County of San Mateo Parks Department, San Francisco Water Department, and the California Highway Patrol (Redwood City Office).

The location of parking zones and other traffic restrictions on County-maintained streets are currently shown on maps in the Department of Public Works office and will be made available in list form on maps on the Department’s website. The list will be updated to reflect the changes.

County Counsel has reviewed and approved the resolution as to form.

FISCAL IMPACT:

The cost of installing signs varies and is estimated at $500 per sign. Costs are included in the FY 2019-20 Adopted Budget. There is no impact to the General Fund.
