Adopt a resolution authorizing an amendment to Master Salary Resolution 081316 to delete four positions, add four positions, convert one unclassified position to classified via Measure D, and set the salary range of six new classifications; and accept the updated report of biweekly salaries by classification.

BACKGROUND:

On June 24, 2025, this Board adopted Master Salary Resolution 081316, which specifies the number of and provides compensation and benefits for persons employed by the County of San Mateo, sets appropriate rules and regulations, and repeals all inconsistent ordinances and resolutions. Throughout the year, the salary resolution is amended from time to time to meet the needs of the County.

 

DISCUSSION:

The salary resolution changes herein represent the:

 

                     deletion of four positions;

                     addition of four positions;

                     conversion of one unclassified position to classified via Measure D; and

                     setting of the salary range of six new classifications.

 

These amendments to the resolution have been reviewed and approved by the County Attorney’s Office as to form. The specific actions are discussed in detail below.

 

37000 COUNTY LIBRARY

 

Action A:                     Delete: One E476, Executive Secretary-Confidential

                                          Biweekly Salary: $3,225.60 - $4,032.00

 

                                          Add:                     One E090, Administrative Assistant II-Confidential

                                          Biweekly Salary: $3,506.40 - $4,384.00

 

Explanation: This is the deletion of one vacant Executive Secretary-Confidential position  and addition of one Administrative Assistant II-Confidential position. The latter classification aligns better with the expanded operational and fiscal management duties of the position. This action represents an approximate monthly salary and benefits cost of $1,167. There is no change in the total number of authorized positions.

 

Action B:                     Delete: One K008, Circulation Supervisor-Exempt

                                          Biweekly Salary: $3,148.00 -$3,935.20

 

                                          Add: One K001S, Librarian Series                     

                                          Biweekly Salary: $3,131.20 - $4,268.00

 

Explanation: This is the deletion of one vacant Circulation Supervisor position and addition of one Librarian position to address changes to service needs at the Half Moon Bay Library requiring greater focus on public service and community outreach. This action represents an approximate monthly salary and benefits cost of $1,103. There is no change in the total number of authorized positions.

 

59000 ENVIRONMENTAL HEALTH SERVICES

 

Action:                     Delete: One B302S, Environmental Health Technician-Unclassified Series

                                          Biweekly Salary: $2,776.80 - $3,667.20

 

                                          Add: One J039S, Environmental Health Technician Series

                                          Biweekly Salary: Same as Above

 

Explanation: This is the correction of an Environmental Health Technician I-Unclassified position that was inadvertently designated as unclassified during the September Revisions Budget. This is a cleanup action only so there is no monthly salary and benefits cost to this change, and no change in the total number of authorized positions.

 

61000 BEHAVIORAL HEALTH AND RECOVERY SERVICES

 

Action:                     Convert: One B412, Health Services Manager II-Unclassified

                                          Biweekly Salary: $5,672.80 - $7,091.20

 

                                          To: Classified

 

Explanation: This is the conversion of one filled position from unclassified status to classified status. Measure D adopted by the voters in November 2004 requires that certain unclassified positions continuously filled for at least three years be converted to classified status. This position meets that requirement. This action represents no change in the monthly salary and benefits cost and no change in the total number of authorized positions.

Action A:                     Set salary range of F110, Neurodiagnostic Technician I at $42.83 - $50.30 per hour.

 

Action B:                      Set salary range of F111, Neurodiagnostic Technician II at $49.39 - $57.99  per hour.

 

Action C:                      Set salary of F112, Neurodiagnostic Technician III at a rate of $53.78 -  $63.14 per hour.

 

Action D:                     Set salary range of F110-R, Neurodiagnostic Technician I-Relief at $44.97 - $52.81 per hour.

 

Action E:                      Set salary range of F111-R, Neurodiagnostic Technician II-Relief at $51.86 - $60.89 per hour.

 

Action F:                      Set salary range of F112-R, Neurodiagnostic Technician III at $56.47 - $66.29 per hour.

 

Explanation: These actions set the salary range of the above classifications which were recently approved by the Civil Service Commission. These are salary setting actions only and have no associated salary and benefits cost. There is no change in the total number of authorized positions.

 

Action G:                      Delete: One D182S, Management Analyst Series

                                          Biweekly Salary: $3,839.20 - $5,553.60

 

                                          Add: One D151, Financial Services Manager II

                                          Biweekly Salary: $5,672.80 - $7,091.20

 

Explanation: This is the deletion of one vacant Management Analyst position and addition of one Financial Services Manager II position to strengthen financial operations and improve fiscal accountability through dedicated oversight of disbursement processes. This action represents an approximate monthly salary and benefits cost of $5,097. There is no change in the total number of authorized positions.

 

FISCAL IMPACT:

These actions represent an estimated monthly salary and benefits cost of $7,367 or an annual cost estimate of $88,407.
