BACKGROUND:
Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.
The Board of Supervisors held study sessions on Measure K expenditures and approved funds for the fiscal year (FY) 2025-26 budget cycle, divided equally among the five supervisorial districts, for one-time district-discretionary needs and projects. District 5 has submitted a request to use their district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018. District 5 indicates that this organization is either a public agency operating within the County, or a nonprofit organization registered and in good standing with the California Attorney General. District 5 indicates that the sponsoring Board Member, member’s family, and member’s supervisorial staff do not serve as an officer, director, or play a policy role for the grantee organization.
PROJECT SUMMARY:
This is a request to authorize a grant to the City of Daly City, and resulting grant agreement, in an amount not to exceed $75,000, for the second annual Top of the Hill Street Festival on October 18, 2025, which will serve as an economic activation event for small businesses in the northern segment of the Mission Street Corridor, known as the Top of the Hill neighborhood. The County Executive’s Office will administer and manage the proposed agreement.
District-discretionary Measure K funding for this organization has previously been provided as listed below:
On August 27, 2024, the Board of Supervisors approved district-discretionary Measure K funding, in the amount of $35,000, to the City of Daly City, to support the inaugural Top of the Hill Street Festival to revitalize and spotlight small businesses in the Daly City Top of the Hill neighborhood.
Another influx of funding is needed to build on the success of the inaugural Top of the Hill Street Festival and ensure its continued role in revitalizing the Daly City neighborhood. Sustained support will help further spotlight small businesses, increase community engagement, and foster long-term economic development in the area.
A critical piece to encouraging efforts to revitalize a community is through placemaking, community engagement, and bringing attention to the long-standing commercial neighborhood that is already there. As an economic development strategy to support local businesses in the northern segment of the Mission Street Corridor, it is critical to bring in visitors and residents to the neighborhood to spotlight and invigorate the area. A street fair in the neighborhood is a catalyst for such an endeavor.
Last year’s inaugural Top of the Hill Street Festival welcomed approximately 8,000 festivalgoers from all over the Bay Area, putting Daly City on the map as a destination City. This year’s key event features include:
1. Live Entertainment: Engaging performances by local musicians, dancers, and performers to entertain and delight festivalgoers throughout the day with a stage at the intersection of Mission Street and John Daly Boulevard.
2. Certified Farmers Market: Farm-fresh produce brought directly from the growers to festivalgoers.
3. Vendor Market: A curated marketplace where local artisans, craftsmen, and entrepreneurs can sell their wares, fostering economic activity and encouraging entrepreneurship. Vendor market will be located on Mission Street at the Top of the Hill area. Top of the Hill brick and mortars will be visited by the attendees.
4. Food Trucks/Booths: A delicious assortment of food trucks/booths offering a variety of cuisines to tantalize the taste buds of attendees.
5. Interactive Activities: Engaging and interactive activities for all ages, including workshops, demonstrations, and games, fostering community engagement and participation. Kids Zone to be located on Mission Street.
6. Cultural Exhibits: Displays showcasing the rich cultural heritage and diversity of the Daly City community, promoting understanding and appreciation among attendees.
7. Car Show: Luxury and vintage car show on John Daly Boulevard.
8. Resource Tables: Non-profit and community organizations will be available to provide pertinent resource information and giveaways to attendees.
As a free community event, the City of Daly City will not be collecting admission from attendees and will be relying on local funds and sponsorships to purchase goods and services, including live entertainment, stage and sound equipment, porta potties, and transportation shuttles, to host this economic development event.
District 5 has informed the grantee organization that this grant is one-time only, and that the grantee organization will need to find other sources of funding going forward.
Total Measure K Request: Not to Exceed $75,000
The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:
