Adopt a resolution authorizing execution of an agreement with Chrisentia Pizzo dba Graphics on the Edge to provide custom decals and signage (visual graphics) services, for the term of April 21, 2026 through April 20, 2029, in an amount not to exceed $270,000.

BACKGROUND:
County Departments regularly require custom decals and signage as a component of regular operations and as a component for the completion of one-time projects. A provider of high-quality, consistent visual graphics is a key need throughout the County. Products and services provided must comply with the identity and graphic system set forth by the San Mateo County Style Guide, as well as be suitable for a variety of applications. Such applications include, but are not limited to full decal packages for vehicles, signage for County facilities, etc.
On January 14, 2026, the Procurement Department publicly posted Request for Proposals (RFP) No. 2026-RFP-00232 for Custom Decals and Signage (Visual Graphics), undertaking a competitive solicitation to identify the best value vendor for the County. The selected vendor would have experience in creating and producing custom decals and signage that meet the specific requirements of the County.
The RFP closed in February 4, 2026. Three proposals were received. All proposals were reviewed and scored by an evaluation panel with two panelists. As a result of the evaluation process, Graphics on the Edge was selected.
DISCUSSION:
Graphics on the Edge is a highly experienced provider of custom decals and signage for the public sector and is well suited to the County’s needs. Graphics on the Edge proved to be able to provide the County with the best value both quantitively and qualitatively. Graphics on the Edge provided the lowest pricing in the fee proposal. Additionally, the proposal provided strong references from both San Mateo County departments and from other local public agencies.
Furthermore, Graphics on the Edge was awarded 10 preferential points for the Procurement Preference for Local Businesses, in accordance with County Ordinance Code Section 2.89.30. Graphics on the Edge was the only proposal to be awarded the preferential points.
County staff recommends that this Board authorize the agreement that has been negotiated with Chrisentia Pizzo dba Graphics on the Edge for custom decals and signage (visual graphics) for an amount not to exceed $270,000 and a term of April 21, 2026, through April 20, 2029.
The resolution contains the County’s standard provisions allowing amendment of the County fiscal obligations by a maximum of $25,000 (in aggregate).

FISCAL IMPACT:
The term of the agreement with Chrisentia Pizzo dba Graphics on the Edge from April 21, 2026, through April 20, 2029 for an amount not to exceed $270,000. The County Executive’s Office has included this service in its FY 2026-27 Recommended Budget. Appropriations for this service will be included in subsequent budgets.
