Adopt a resolution authorizing a revenue agreement with AeroPress, Inc. to provide warehousing, shipping and receiving services performed by Vocational Rehabilitation Services clients with disabilities and employment barriers through the WorkCenter Training program, for the term January 1, 2025 through December 31, 2026, with an anticipated revenue amount not to exceed $700,000.

BACKGROUND:
San Mateo County residents with disabilities and/or barriers to employment are in need of training in order to obtain jobs. The Human Services Agency’s Vocational Rehabilitation Services (VRS) provides training and transitional employment opportunities to such residents.

VRS WorkCenter is part of the VRS Business Team, which provides hands-on job training for clients (Trainees).  VRS is a competitively priced subcontractor for local companies providing high-quality, labor-intensive services such as packaging, shrink wrapping, labeling, pick up, and delivery and fulfillment. VRS offers a closely supervised labor force of more than 100 Trainees in a 35,000 square foot production facility.

DISCUSSION:
With your Board’s support of the revenue agreement, WorkCenter will contract with AeroPress, Inc., a local company in the Bay Area that manufactures a manual coffeemaker. WorkCenter will package filters received from the manufacturer and provide International and Domestic Shipping and Receiving. VRS Trainees assigned to this task learn warehousing and shipping and receiving skills. Additionally, Trainees will learn to drive trucks, receive Forklift Certification, and gain the skills to move pallets and load containers. Trainees will also learn to load materials on and off vehicles and practice safety procedures.

This contract will create revenue to offset the cost of the Training Program. This Trainee program is designed to serve 100 or more Trainees annually, but the number could be higher or lower.  The total revenue to VRS is anticipated to be up to $700,000.  This amount will vary based on the actual work contracted for by AeroPress.

The County Attorney has reviewed and approved this agreement and the resolution as to form.

VRS promotes equity by providing individuals with disabilities and employment barriers opportunities to gain job skills and certifications. These partnerships offer hands-on training in warehousing, shipping, and receiving, empowering clients to develop skills for economic independence and long-term career success.

 

FISCAL IMPACT:

The Agreement term is January 1, 2025 through December 31, 2026. The amount of the agreement is not to exceed $700,000 for the two-year period. This is a revenue agreement with AeroPress, Inc. for services performed by Vocational Rehabilitation Services.
