Authorize an Appropriation Transfer Request (ATR) to increase Intrafund Transfers by $4,446,755 for costs associated with the conduct of the March 4, 2025 Special Election, itemized as follows: Salaries and Benefits in the amount of $1,730,000 and Services and Supplies in the amount of $2,716,755.

BACKGROUND:
On December 3, 2024, the Board adopted an ordinance and resolution calling for and proclaiming a Countywide Special Election to be held on March 4, 2025 for the purpose of voting upon an amendment to the San Mateo County Charter granting the Board of Supervisors the authority until December 31, 2028 to remove an elected Sheriff for cause, by a four-fifths vote, after written notice and an opportunity to be heard (“Special Election”).
The Chief Elections Officer has administered the Special Election and certified the results.
DISCUSSION:
The administration of the Special Election requires an ATR to increase Intrafund Transfers by $4,446,755, to reimburse the Assessor-County Clerk-Recorder & Elections Department (ACRE) for Salaries and Benefits in the amount of $1,730,000 and Services and Supplies in the amount of $2,716,755.
The County Attorney has reviewed and approved the ATR as to form.

The most recent Countywide special election that did not include a statewide race was a special election in 2011 to elect a new member of the Board of Supervisors, which, unlike this Election, was consolidated with three school district measures.
COMMUNITY IMPACT:
The administration of the Special election demonstrates fair and effective government services by ensuring that all registered voters in San Mateo County have access to voting materials and the opportunity to have their voices heard with respect to decisions regarding the San Mateo County Charter.
FISCAL IMPACT:
Funds for the Special Election will need to be appropriated in the amount of $4,446,755 to reimburse ACRE’s Budget for costs associated with administering the Special Election. The ATR increases Intrafund Transfers, Salaries and Benefits and Services and Supplies in the Department’s FY 2024-25 Adopted Budget.
