BACKGROUND:

San Mateo County and the County of Santa Clara are engaged in collaborative efforts, together with other local, state and federal agencies, to share information and coordinate investigations targeting the most prolific and violent criminals in the community and identifying terrorist threats.  As part of this work, the Northern California Regional Intelligence Center (NCRIC) collaborates with the Santa Clara Office of the District Attorney’s Crime Strategies Unit to investigate and pursue leads that will prevent or disrupt terrorism and other significant criminal activity.  As part of this collaboration, the County of Santa Clara applied for and was awarded 2017 United States Department of Homeland Security Grant Program funds through the State of California Office of Emergency Services to fund the salary and benefits of one lead crime analyst and up to two crime analysts for their Crime Strategies Unit, who are responsible for coordinating the local law enforcement response to major critical incidents, including cross-jurisdictional acts of violent crime and/or terrorism.  The NCRIC will assign one lead crime analyst and up to two crime analysts to the Santa Clara Office of the District Attorney’s Crime Strategies Unit and the County of Santa Clara will utilize the 2017 United States Department of Homeland Security Grant Program funds to reimburse the County of San Mateo.    

 

DISCUSSION:

The Sheriff’s Office is requesting this Board to accept the agreement with the County of Santa Clara for the distribution of 2017 State Homeland Security Grant Program funds for a term commencing September 1, 2017 through May 31, 2020, in an amount not to exceed $333,683.  Per the agreement, the funds will be used to pay for the salary and benefits of one NCRIC lead crime analyst and up to two NCRIC crime analysts who are assigned to the Santa Clara Office of the District Attorney’s Crime Strategies Unit to assist in investigating and pursuing leads that will prevent or disrupt terrorism and significant criminal activity.

 

In addition, the Sheriff’s Office is requesting this Board to authorize the Sheriff or Sheriff’s designee to execute contract amendments which modify the County’s maximum fiscal obligation by no more than $25,000 (in aggregate), and/or modify the contract term and/or services so long as the modified term or services is/are within the current or revised fiscal provisions.

FISCAL IMPACT:

The agreement is for a term commencing September 1, 2017 through May 31, 2020, in an amount not to exceed $333,683.  All costs associated with the NCRIC operation are 100% reimbursable from federal and state funds.  There will be no Net County Cost incurred.
