BACKGROUND:

Measure K is the half-cent general sales tax initially approved by San Mateo County voters in November 2012 and extended in November 2016 for a total of thirty years.

 

On February 12, 2019, the Board of Supervisors (Board) held a study session on Measure K expenditures and anticipated revenue for fiscal years (FY) 2019-21. The Board-appointed Measure K sub-committee, consisting of Supervisor Pine and Supervisor Canepa, convened the study session to, among other things, work with staff to facilitate the Board’s development of Measure K priorities and continuing initiatives for FY 2019-21. The Board approved $3.75 million in one-time loans or grants each fiscal year for FY 2019-21, divided equally among the five supervisorial districts, for district-discretionary needs and projects. District 2 has submitted a request to use its district-discretionary Measure K funds as shown below and described in the Project Summary section of this memorandum:

This item is consistent with the criteria for district-discretionary Measure K funds approved by the Board in December 2018.

PROJECT SUMMARY:

This is a request to authorize a grant to 4Cs of San Mateo County, and resulting grant agreement, in an amount not to exceed $50,000, to provide the Build Up for San Mateo County’s Children Initiative (Build Up Initiative) to grow and improve the supply of child care and preschool facilities in San Mateo, Foster City, and Belmont. The County Manager’s Office will administer and manage the proposed agreement.

District-discretionary Measure K funding for this organization has previously been provided as listed below: 

                     $50,000 (recommended by Supervisor Pine) on March 29, 2019, for the Build Up for San Mateo County’s Children Initiative.

Measure K funds would contribute to addressing the critical shortage of child care and preschool spaces in San Mateo, Foster City, and Belmont. These funds will benefit the community by helping working parents with child care and not having to choose between less-than ideal arrangements or turning down employment opportunities. Child care is a critical component to the region’s economic recovery as parents return to work after COVID-19. This funding would specifically provide for a portion of the salaries and benefits of the Build Up Initiative Program Director and Technical Assistance Coordinator for the second half of this fiscal year (to June 2021), and will be leveraged with other public and private funding sources, as listed below:

Total Measure K Request: Not to Exceed $50,000

The release of funds will be contingent on the execution of an agreement providing for the County’s confirmation of the expenditure of funds for the purposes stated herein. The County will disburse the funds to the following organization for the purposes described above:

Fully fund Build Up Initiative Director in FY 20-21 to direct the Build Up Initiative, in coordination with Build Up Initiative staff and consultants, and to voice the needs of child care operators in response to COVID-19.

Fully fund Build Up Initiative Technical Assistance Coordinator in FY 20-21 to provide technical assistance to child care and preschool program operators to maintain or expand programs in San Mateo, Foster City, and Belmont.

Fully fund 4Cs’ operations in FY 20-21 that support the engagement of local government, philanthropy, and businesses to support the needs of child care facilities to maintain operation during COVID-19 and the creation and expansion of child care facilities.

County Counsel has reviewed and approved the agreement and resolution as to form.

 

FISCAL IMPACT:

There are sufficient Measure K funds for this specific FY 2020-21 Measure K request. These funds are budgeted in the Non-Departmental Services FY 2020-21 Adopted Budget.
