RECOMMENDATION:

Measure K: Acting as the Governing Board of the Area Agency on Aging for the County of San Mateo, adopt a resolution authorizing the execution of Older Americans Act-funded agreements for the term of July 1, 2026 through June 30, 2027, in the following:
A) Peninsula Volunteers, Inc., for adult day care, transportation and home-delivered meals in the amount of $1,352,231; and
B) Senior Coastsiders, Inc., for transportation, information and assistance, senior center activities, congregate nutrition and home-delivered meals in the amount of $503,539; and
C) Self Help for the Elderly for information and assistance, senior center activities, congregate nutrition and home-delivered meals services in the amount of $421,328; and
D) Authorizing the execution of an Older American Act-funded agreement with Martha’s Kitchen for home-delivered meals for the term of October 1, 2026 through June 30, 2027 in the amount of $670,838.

BACKGROUND:
Every four years, the Board of Supervisors, acting as the Governing Board of the Area Agency on Aging (AAA) for the County of San Mateo, reviews and approves the Area Plan for submission to the California Department of Aging (CDA). The Area Plan profiles the County’s older adult population, establishes goals to address the needs of older adults, adults with disabilities, and family caregivers, and identifies recommended services to be funded through the County’s Older Americans Act (OAA) allocations.
The County provides these to support older adults, adults with disabilities, and other eligible residents. These services are funded through a combination of sources, including federal, state, local, and Measure K funds.
On May 7, 2024, this Board executed a Memorandum of Understanding (#AAA-2425-08) with CDA for the term of July 1, 2024 through June 30, 2029 to administer OAA programs for San Mateo County.
In March 2026, the AAA, a unit of Aging and Disability Services (ADS), issued two Request for Proposals (RFP) for Title IIIB supportive services, Title IIID disease prevention and Title IIIC nutrition services for the term of July 1, 2026 through June 30, 2030. Martha’s Kitchen, Peninsula Volunteers, Inc., Senior Coastsiders, Inc., and Self Help for the Elderly were selected as service providers through their respective RFP evaluation processes.
On June 16, 2026, this Board authorized the acceptance of OAA funds from CDA for programs and services under Title III and Title VII of the Older Americans Act.
DISCUSSION:
OAA and State funding allows ADS to contract with community agencies to implement programs that achieve the Area Plan’s objectives. This funding agreement with CDA allows the County to accept OAA funds to support these programs. The services to be funded include the following Title III and Title VII OAA services: Information and Assistance, Adult Day Care, Adult Day Health Care, Senior Center Activities, Disease Prevention and Health Promotion, Assisted Transportation/Transportation, Congregate Nutrition, Home-Delivered Meals, Family Caregiver Support, Legal Services, and Long-Term Care Ombudsman services.
Martha’s Kitchen, Peninsula Volunteers, Inc., Senior Coastsiders, Inc., and Self Help for the Elderly were chosen through the RFP process due to their demonstrated experience and subject matter expertise.
The resolution and agreement have been reviewed and approved by the County Attorney’s Office as to form. This item was delayed while the parties worked to reach agreement on the allocation of units of service for home-delivered meals.
It is anticipated that OAA-funded programs will serve 27,094 unduplicated older adults in FY 2026-27.

*The 2.7% growth between FY 2025-26 and FY 2026-27 is based on CDA’s projected growth of the population of adults age 60 and older in San Mateo County.
COMMUNITY IMPACT:
CDA allocates Area Plan funds annually to support the County’s work to improve access to services, promote aging in place, provide advocacy to residents in long-term care settings, strengthen family caregiver support, and reduce isolation for residents age 60 and older. Based on 2026 demographic data from CDA, 204,756 adults age 60 or older live in San Mateo County: 63% identify as racial minorities (40% as Asian or Other Pacific Islander, 17% as Hispanic or Latino, 2% as Black or African American, and 4% as Other); 9% are low income; 15% are Medi-Cal eligible; and 16% live alone.
FISCAL IMPACT:
The total amount of these agreements is not to exceed $2,947,936 for the 12-month term and will be included in the ADS FY 2026-27 Recommended Budget. Of this amount, $1,870,711 are from State and Federal funds, with $277,225 in Net County Cost and $800,000 allocated from Measure K funds.
